Three suspects in killing of the Korean family in Olongapo city has been arrested by Criminal Investigation and Detection Group (CIDG) of Zambales Police who already helped in the investigation.

According to Sr. Supt. Guillermo Eleazar, Region 3 Regional Chief of 3rd Criminal Investigation and Detection Unit (3CIDU) they already have witnesses who said that the suspects were already strolling at the vicinity of the house at around 1:00 am of July 27.

Those who were arrested were Dario Basalla, 34, carpenter, residing at Sitio Botolan, Iram resettlement, Bgy. New Cabalan, Olongapo City was also arrested for illegal possession of a cal .45 pistol. Then, Willy Visda,32, vendor, resident of Bgy. Mambog, Botolan, Zambales. Visda has a pending case of attempted estafa before the Olongapo Metropolitan Court. They were arrested at around 3:00 pm of July 30. The two were arrested in the house of Basalla.

In a follow-up operation, the police arrested Ronilo Cada, 49, worked as steelman in Hanjin, residing in Bgy. Lipaydingin, Iba, Zambales was also arrested in Bgy. Mabayuhan, Olongapo City at around 3:00 am of July 31 for illegal possession of a cal .38. Then one of the witness identify him as one of the people who was with Basalla and Visda. He has also a warrant of arrest for murder in Lagonoy, Camarines Sur.

Eleazar added that based on their investigation, the motive on the killing are robbery and revenge. “There are many angles that coming out that we cannot establish yet because we need strong evidences on it.”

Revenge was one of the angle because it was Cada that was allegedly recruited by Byung Kwon Choi and was later dismiss from his post.

Another reason for revenge, Eleazar said is that the area where the Koreans are living are resettlement for native of Olongapo and Zambales or for the Aetas. Allegedly the aetas do not like the idea that there are Koreans living on their place where in fact it should be exclusively for them only. But Eleazar cleared that they are still investigating deeper on the case.

In fact, Eleazar said that two of the suspects that are still at large as of the moment are both aetas.

A case of multiple murder and rape will be filed against the suspects.

Former Mayor of Apalit, Pampanga was gunned down in Bulacan

Story 2: Former Mayor of Apalit, Pampanga was gunned down in Bulacan

A former Mayor of Apalit, Pampanga was ambushed along the highway in Calumpit Bulacan by two unidentified armed men.

The victim was identified as Tirso Lacanilao, former Mayor of Apalit, Pampanga was riding on his vehicle which is Mitsubishi Galant.

Based on a sketchy report from Calumpit, Bulacan Police Station, he was on his way to Hagonoy, Bulacan when two suspects riding in one motorcycle shot the victim who was still inside his vehicle. The incident occurred at around 2:20 pm of July 31, 2008 at Calumpit Crossing near Mc Arthur Highway.

Lacanilao sustained multiple gunshot wounds on his body. He was shot from the left side of his vehicle. The police still looking for the motive of the said incident.

He was rushed to Sta. Cruz hospital also in Calumpit, Bulacan; but was declared dead on arrival.

Story 1: Two robbers killed by Makati police

Two suspected robbers were killed by Makati Police after they act suspiciously when they went down of a bus that they held-up.

The incident occurred at around 11:00 pm along EDSA corner Chino Roces Avenue (formerly Pasong Tamo Avenue) and EDSA in Makati City when the two robbers went down of the Marlea air-conditioned bus bound to Baclaran from Fairview.

The two robbers rode the said bus in Shaw Boulevard then declared hold-up when they reached Estrella Street in Guadalupe Nuevo.

When they alighted the bus in Chino Roces Avenue, they saw policemen patrolling at the area. The policemen who happens to see them acting suspiciously was about to call their attention when the suspects fired their gun on them.

The operatives of Makati Anti-Crime Unit (MACU) who happens to be patrolling at the area retaliate. During the exchange of fire, one police personnel identified as PO 3 Rizaldo Abalos, was slightly injured after a bullet hit his right eyebrow.

One of the robbers died immediately while the other was rushed to Ospital ng Makati but was declared dead on arrival. The said robbers are not yet been identified by the police.

Recovered from the suspects one hand grenade, empty shells of .45 caliber, one .45 pistol; and 14 assorted cell phones, nine wallets, and two wristwatches owned by the victims. Estimated total amount of the following is not yet available as of this writing.

Story 2: driver believed to be kidnapped by ASG


A driver of a police officer was believed to be kidnapped in Sulu by members of Abu Sayyaf Group.

Sulu Provincial Police Office Director Sr. Supt. Julasirim Kasim said that the incident happened at around 9:00 am of July 28 at Brgy. Duyan, Taih Basih at Brgy. Manggis, Indanan, Sulu.

Kasim do not want to give the name of the victim but he said that he is a driver of PO3 Sabre Jaafar Sakandal of Parang police. The victim is driving the jitney (vehicle called in Sulu) owned by Sakandal, upon reaching the said place the driver was blocked by alias Halim and five other armed men believed to be members of Abu Sayyaf.

Kasim said that the jitney has other passengers but the armed asked them to go down instead. When they go down, the armed men asked the driver to follow their instructions.

They were last seen on they way to Brgy. Karawan, Indanan.

As of this time, the police do not have any reports yet on what happened to the victim. But they are now making their effort to save the said driver, Kasim said. He also added that there were no demands yet from the abductors.

Fifteen passengers riding a Kia Besta van (XFC-702) came from Cotabato City to Pagadian City was blocked by white Toyota Tamaraw FX with out plate number.

They were blocked at around 4:45 pm of July 28 at Montay bridge, Sitio Kadinglan, Barangay Montay, Malabang, Lanao del Sur.

Five unidentified passengers of said FX all armed with pistol .45 went inside the van and declared hold-up and robbed the passengers personal belongings like cellphones, jewelries, wallet and cash. The amount still undetermined according the police.

The suspects asked the driver to follow the FX, passengers till inside the van. They reached Bgy. Inoma Calangunas also in Lanao del Sur were five male passenger were taken by the robbers and asked to ride at the FX. The five suspects directed the driver of the van to go back to Malabang, Lanao del Sur with the ten passengers.

At 9:40 pm of the same date, Roberto Pandalat, 28 resident of Migpulao Dinas Zamboanga del Sur, driver of the van and other passengers reported to Malabang police station of the incident.

The police make a follow-up operation, then at around 12:00 midnight they saw the bodies of four victims with multiple gunshot wounds all over their body along national highway and at the vicinity of Barangay Tuka, Madamba Lanao del Sur. They were identified as Larry Rivera, 43; Eutique Estillote, 57 resident of San Pedro, Pagadian City; Selveviano Estillote, 57 resident of Jolo, Sulu and Panfilo Logodonia resident of Cotabato City.

The fifth victim was also found dead on July 29 at around 7:00 am at the grassy area of Barangay Inoma, Calanugas, Lanao del Sur and was identified as Manuel dela Cruz. The place were he was recovered is the place where the five passengers were abducted by the suspects.

The police still determining the motive of the suspects on robbing the passengers and abducting the five others where it lead to killing them.

They are also doing manhunt operations to locate the whereabouts of the suspects.

Story 1: 4 Paranaque police relieved from post after their mobile patrol parked in a motel in Pasay

Four police personnel from a precint in Paranaque Police Station including their commander were relieved from their post after their mobile patrol car was seen being parked in front of a motel in Pasay City.

The Southern Police District (SPD) Investigation Division is the one who will investigate on why the police brought the mobile patrol with plate number SBH 971 in a motel. The mobile car, which is a Toyota Revo is assigned in Police Community Precint (PCP) 6 of Paranaque Police Station located at Sucat highway.

PO3 Jose Salazar left the PCP 6 at around 1:50 am to repair the blinker of the mobile patrol. But the said car was parked in front of F.B. Harrison lodge, along F.B. Harisson Street in Pasay City.

The parked vehicle was reported by the media to the authorities wherein SPD Director Chief Supt. Luizo Ticman and Paranaque Chief of Police Supt. Ronald Estilles went at the said area at around 4:00 am looking for Salazar but they do not see him.

On the information Estilles got, the mobile car has four passengers three wearing police uniform including Salazar and one civilian and entered the nearby Universal KTV. Ticman and Estilles went inside the KTV but did not see Salazar.

At around 4:30 am Ticman and Estilles went back in front of the motel where the mobile car still being park.

Around 4:45 am, Salazar went back to his mobile car and was surprised to see the Paranaque COP and the SPD Director there. He admitted that he parked it in front but insisted that it is only because he will have the blinker repaired.

Meanwhile PO3 Gerry Sunga, investigator from SPD said it is not proper to see a mobile car being parked in such place, “Also, obviously they are not doing any patrol work in the first place the mobile was found in Pasay, and the said mobile is assigned in Paranaque, so what are they doing there. So that is one of the things we have to investigate,” he said.

Sunga added that they will also investigate if they really went inside the said KTV bar.

Aside from Salazar those who are relieved were PCP 6 Station Commander Inspector Mujlni Dugasan, PO1 Wilson Pando and PO1 Arvin Vargas. They are now assigned SPD Headquarters District Support Group.

Pando and Vargas were allegedly with Salazar when he left the station. They will investigate if they are fully aware of Salazar’s action. Their Commander was included on the relief because he is the immediate superior of Salazar and should know the whereabouts of his personnel.

Story 3: Follow-up on killings on Korean

The Olonggapo Police still have no lead on why the three Korean nationals were killed last Sunday, July 27.

Senior Inspector Orlando Reyes, Station Commander of Station 4 in Olonggapo City said that they are still clueless on who did the tragic incident on the victims.

The incident happened inside the room of the victims house in Sitio Kakiingan, Iram Resettlement Area, New Cabalan, Olonggapo City. The family is living at the area for 10 months.

The victims were identified as Seok Hei Jang, 54, grandmother of the family; Suna Yoo, 32, mother of another victim Hanuel Baek, 9 years old.

“We do not have suspects yet but we believe about four to five suspects did this. Though the husband of Seok Hei Jang thinks that the reason for this is because he laid-off some employees from Hanjin where he is working as a contractor,” Reyes said adding that they will check on that angle.

The husband was identified as Byung Kwon Choi also known as Henry Choi, 52 years old.

The police said the incident might had occurred between 1:00 am to 4:00 am of July 27. No one heard of the sounds of help from the house because it was also raining hard on that moment.

The victims were only found at around 8:30 am by another family member identified as Sangcheol, 11. He is the son of Suna Yoo. He survived the incident because he slept at the living area of their house which is 10 meters away from the room.

He was looking for his grandmother when he woke up, then proceeded to the room and saw the three lying with blood all over their body. The grand mother is the one lying on the floor while the other two is lying at the bed.

Upon seeing it, he told his neighbors and helped him report it to the police.

Reyes said according to Choi, aside from the murder, their money amounting to Php200,000 is also missing.

The police said the victims died due to hemorrhage because their face was being beaten up by a hard object like metal. “Their head from face, forehead, ears and neck have bruises,” Reyes said. He also added that Suna Yoo and her daughter Hanuel Baek, were also raped.

Reyes said that the suspects went inside the room through the hole in the room intended for aircon. The said hole is only covered by plywood which is about 5 feet. The wall of the said room is 2 or 3 feet from the fence.

Couple killed in Davao City

Story 4: Couple killed in Davao City

A couple was gunned down in front of their house last July 28, 2008 at around 8:00 pm. They are with their two children when the incident who were hurt on the incident.

The couple was identified as Rene Cajoles, 44, and wife Mollie Cajoles, 46 both businessman. Police said that the two are believed to be rice trader and they are thinking that there are some people who got envy of them because of their business.

The family are all inside their vehicle near their house when they were shot by 4 still unidentified men riding in tandem in two motorcycles. There residence is at Ultrahomes Subdivision in Matina APlaya Davao City.

The front of the vehicle was the one targeted by the suspects that cause to the instant death of Rene and Mollie.

Their children Rene, 12 and Renne Hamida, 16 were riding at the back wounded on their arms and now in Davao Doctors Hospital for medical treatment.

11 killed, 27 injured after two bus collided in Camarines Sur

Story 2: 11 killed, 27 injured after two bus collided in Camarines Sur

Eleven people got killed and 27 others were injured after two passenger busses had a head on collision in a national highway in Camarines Sur.

The Silver Star passenger bus (TYK 273) is bound for Manila and came from Samar, while the Executive Carrier (PWB 356) bound to Naga and came from Manila.

The two bus collided after the Silver Star bus encroach the left lane thereby causing to collide with the Executive Carrier bus along Maharlika Highway, Brgy San Ramon, Pamplona, Camarines Sur. The incident occurred at 2:40 am.

The police are now investigating on how come the Silver Star bus occupied also the lane for Executive Carrier where the area where they collided is not a zigzag part.

Five passengers from Silver Star were dead on the spot were identified as Godofredo Garcia; Dominador Carreon; Ricardo C. Pasaan; Genny C. Carter and Eric Alcantara y Majello.

While on the Executive Carrier Passengers were Wilson Detuail; George Evangelio; and a certain Bing.

Three passengers were killed while undergoing medical treatment in Bicol medical Center were Danilo Edloy; Dennis Salcedo and Edmundo Tolentino.

Story: Chop-chop lady found in septic tank, killed by own husband

A chop-chop lady was found inside the septic tank of their house by her own son last July 26, 2008 at around 1:00 pm. The victim was killed and chopped by her own husband due to jealousy.

The victim was identified as Cristina Naval, 50, was first reportedly missing since July 23, 2008 and her husband identified as Agapito Naval, 53, said to other family members that she went to Baguio. Members of the family have no idea what she has to do in Baguio.

In fact, she was about to celebrate her 50th birthday on July 24, and still she did not came home and no call from her. She was also out of reach through her cellphone.

Based on the report of PO2 Marcelo Bersamina of Carmona, Cavite Police Station, the victim was found last July 26 by her 26 year old son, Glenn who saw stains of blood at their backyard near the septic tank. When he approached it he saw parts of bodies and immediately reported it to the police not knowing at first that it was his mother. Their house is located in Barangay Maduya, Carmona, Cavite.

Bersamina said that the husband admitted that he killed his wife because of jealousy during the interrogation. He said his wife has another man, but the police said the suspect has no evidence on his allegations.

The parts of the body that was found inside the septic tank is the head, two arms which was divided into two and legs which was divided into three (includes feet). The body of the victim which was divided into two was found at the vacant lot near Susanna Heights Exit.

The suspect is now at the custody of Carmona Police and now facing murder case.

CHR to deploy three teams on rally site on Monday

Story: CHR to deploy three teams on rally site on Monday

The Commission on Human Rights (CHR) will deploy three teams at the rally sites on Monday, July 27, 2008 to be on look on how the policemen and protesters will deal with each other.

The team will be composed of CHR’s own investigators, lawyers, doctors and reportorial team. Each team will have about ten members. The group will also have their video camera and still cameras to document the protest and how the police will perform.

In a phone interview, Marie Cruz, Spokesperson of CHR said the team will be deployed within the vicinity of Commonwealth Avenue, in front of St. Peter’s Church Basilica and Ever Gotesco Commonwealth.

The CHR also welcomes the plan of the PNP to deploy investigators in the area who will also bring video cameras with them. The PNP, as confirmed by Dir. Silverio Alarcio, Director for Operations, is also planning to document everything what will happen on the rally to know also how the police will act if disorder erupts during the rally.

“Whether they have their own video cameras with them (PNP), we will still be the observer, and we will be able to know among the two groups, based on the video (police and protesters) on who will first provoked the other,” Cruz said.

Meanwhile, PNP General Avelino Razon said in a radio interview that he kept on reminding the policemen to implement maximum tolerance to avoid having arguments with the protesters to avoid arguments.

About 10,000 protesters from different militant groups will stage their protests as President Gloria Macapagal-Arroyo will give her State of the Nation Address (SONA) at the House of Representatives.

Bayan Muna Secretary General Renato Reyes said that their program will focus on the continue crisis that the country is experiencing. “Our program will focus on the real situation of the economy like the increase in prices of basic commodities like rice, and the failure of the government to address the situation,” he said.

Reyes added that their permit to rally start 7:00 am and to be finished by 6:00 pm. At around 10:30 am they are expecting for the people to assemble in Commonwealth Avenue, from Ever Gotesco to St. Peter’s Church.

Story 1: PNP now owns about 1,238 hectares of land registered under AFP

The Philippine National Police (PNP) is now the rightful owner of the real properties that they are solely occupying in the whole country after the PNP and the Armed Forces of the Philippines (AFP) signed a Memorandum of Agreement (MOA).

There are about 1,238 hectares or 289 areas that are being solely occupied by the PNP, but the lands were registered to the AFP.

The signing happened at the PNP National Headquarters in Camp Crame last July 25, was attended by PNP Chief Avelino Razon, Department of Interior and Local Government (DILG) Secretary Ronaldo Puno, Department of National Defense (DND) Secretary Gilbert Teodoro and AFP Vice Chief of Staff Lt. Gen. Cardoza Luna.

As explained by Puno, “The police before did not have regional headquarters, all the regional quarters of the PNP are already formerly Philippine Constabulary (PC) headquarters. And in many provinces each Phil. Constabulary provincial command has its headquarters. So with all that they did not have an assigned headquarters. So, I would say virtually all the headquarters and the installations of the PNP in the regional and many in the provincial level are actually cover under this agreement.”

Puno added that this is already called for since 1990 after the passing of RA 6975 or an act establishing the PNP under the reorganized DILG. “during that time joint agreement was signed, but it has taken 18 years to come about.”

It took 18 years before they worked it out because of the long period of organization for the PNP and Puno admittedly said that they do not have plans yet for housing project for their personnel then.

“What good it would do to the PNP? Own housing, wherein there are funds for, there is great need for and will now be possible, we can’t do housing programs within as ordered by the president because we were not in the position of turning over title and take possession of the property,” Puno said. With the agreement now, they can already claim the lands that are solely occupied by the PNP.

On the MOA it said that, the PNP shall make an inventory on the properties in the name of the AFP that are solely used by the PNP. After which, the PNP and AFP will conduct ocular inspection on the said properties.

The real properties shall undergo relocation survey purposely to determine exact boundaries and the PNP shall bear the cost of the said survey activities.

The PNP shall shoulder all the cost and expenses relatively to transfer the real properties in name of PNP including taxes whether national or local.

The AFP shall convey transfer of all real properties except those properties which cannot be disposed of by the virtue of the existing laws.

For the PNP acquiring the lands that they solely occupying is the start of everything because they will also look on the lands that are being jointly occupied by the PNP and AFP. It will be studied on how and who will really have to acquire those lands which is about 3,490 hectares.

Among the lands that are now owned by the PNP are Camp Crame where the national headquarters is, Camp Karingal or QCPD, Camp Bagong Diwa or the regional office of NCRPO and Camp Castaneda where the Philipine National Police Academy is located.

Four suspected robbers killed in Malabon

Story 5: Four suspected robbers killed in Malabon


Four suspected robbers were killed by policemen last July 25, 2008 at around 3:00 am along Araneta Avenue, Malabon City but only two of them were identified.

The identified suspects are Richar Biquid, resident of Bgy 174 Zone 15, Caloocan City and Ricky Lozada a native of Negross Occidental.

Based on the report from District Investigation and Detective Management (DIDM) of North District or CAMANAVA, who handles the case, they four were killed after they fired their guns to the elements policemen who chased them.

Based on the investigation, last July 24 at around 6:00 pm a certain Michael Kabigaw, 30, businessman went to the said police station to report that a certain Marlon is offering him to buy a Smart prepaid cards from him.

Kabigaw asked Marlon, how many and how much can he buy, which Marlon replied that he can avail as much as 1,000 pieces or more in different denomination.

Kabigaw agreed and agreed that thy will meet in Malabon. After that conversation, Kabigaw went to the police station to report the incident because according to him he once deceived with the same modus operandi.

At around 2:50 am the elements of DIDM of CAMANAVA went to the meeting place Mac Arthur highway and del Monte Avenue in Potrero Area in Malabon.

However, the suspects who were riding a taxi cab with plate number PXH-466 sensed that there are police at the area sped away their vehicle, then the police chased after them. When the police are about to blocked the way of the suspects, the suspects fired their gun first hitting the right side of the police mobile, the police retaliate.

Recovered from the crime scene, the taxi cab that the suspects rode, loaded with 3 boxes of Smart prepaid car amounting to Php4 Million; one .38 loaded with 6 live ammunition; one .45 with one magazine and loaded with one live ammunition, one armalite rifle with one magazine and 8 live ammunition; and another .45 caliber with one magazine and one live ammunition.

Police filed charges on the suspects on killing a broadcast journalist in Quezon, suspects remain at-large

Story 4: Police filed charges on the suspects on killing a broadcast journalist in Quezon, suspects remain at-large

Quezon (Province) police already filed charges against three suspects who killed a broadcast journalist in Sariaya, Quezon last June 30, 2008. On the said incident, the victim was with his daughters whom one of them were injured and the other were left unhurt.

The suspects were identified as Mario Biscocho, Michael Biscocho, and Menandro Biscocho, they are all brothers. The cases filed against them are murder, frustrated murder and attempted murder before the Quezon Provincial Prosecutor’s Officer.

The suspects were arrested at their house in Barangay Lutucan Malabag, Sariaya, Quezon last July 12, 2008 at around 7:00 am through the search warrant they have. The police recovered 45 caliber pistol serial number 07-04-21897-98 which was found out to be licensed and owned by Menandro, according to Chief Inspector Jesus Kabigting, investigator from Quezon Provincial police.

The said gun was positive on the ballistic examination. Kabigting added that the suspects were positively identified by the victims. The case was filed last July 21, 2008 after the result of ballistic examination came out.

The suspects remain at-large because the police will have to wait for the arrest warrant for the suspects, and on their latest information the suspects still live on their residence in barangay Lutucan Malabag.

The victim identified Fausto “Bert” Sison, 60, and a broadcaster of DZAT, was gunned down by two unidentified men riding in a motorcycle at barangay Lutucan Bata, Sariaya, Quezon.

Since the gun was licensed the police studied it for ballistic examination to check if there’s any link to the death of Sison.

He was with his daughters Liwayway, 34, and Almira, 24, and all riding their blue Toyota Corolla when they were blocked by the suspects and shot Bert many times. Bert was dead on the spot while his daughter Liwayway sustained one gunshot wound on her left arm. While Almira were left unhurt.

Story 3: One of the victim in Digos bomb explosion, died

One of the victims in the bombing explosion in Digos has died already after she was badly hurt due to the said explosion.

Chief Inspector Querubin Manalang, Region 11 Police spokesperson, confirmed that Zara Fe Abellero, 19, student died July 25 morning. Her cause of death is due to abdominal penetrating injury. Manalang explained that the victim’s abdomen were badly affected.

She is one of the passengers inside the bus. The total number of injured now is 34, one dead compared to the early report that there are 37 injured. Out of 34 there are still remaining 5 victims in critical condition confined in Davao Medical Center in Davao del Sur including a police personnel identified as PO1 Andres Alfonso, of Padada Municipal police station also in Davao del Sur.

Manalang said, one of the foot of Alfonso might be cut off because of the injury it sustained.

He added that the Al-Khobar group is the one behind in the bombing incident. The management of Metro Shuttle Bus reported to the police that prior to the incident they received calls from Al-Khobar asking from money.

“They are asking Php50,000 monthly allowance from the Metro Shuttle bus, but the management of course will not agree,” Manalang said.

According to PNP Spokesperson, Chief Supt. Nicanor Bartolome, “Al-Khobar is a group which gain prominence on their extortion activities back in 2007. They were suspected to have been involved in series of bombings in central Mindanao and southern Mindanao there were suspected directly involved in bombings of a mall, transport facilities and also Transco in Lanao.”

The Philippine National Police is will be in full alert come Sunday, July 27, 2008 day before the State of the Nation Address (SONA) of President Gloria Macapagal-Arroyo at the House of Representatives.

Dir. Silverio Alarcio, Director for operations said that at around 8:00 am of July 27 they will be on full alert already in Metro Manila, Region 3, and region-4A.

He confirmed that 6,250 policemen will be deployed all over Metro Manila, 3,000 of which will be from National Capital Region Police Office (NCRPO).

On the allegations that there are sparrow unit in Manila for the coming SONA, Alarcio said so far they do not receive any threat yet and said, “Everytime that there is an event here in Manila, there were reports coming out about them but there were no threats and I do not think they will go here.”

On the other regions, it will be only heightened alert.

On the coming SONA, Alarcio said they will deploy teams to document their operations. “On the actual implementation, we organized eight teams, these are investigators that will document the conduct of CDM (Civil Disturbance Management), their confrontation with the rallyists, the moves of the commanders. SO that we can see if what they are doing is right or wrong.”

On each team there will be two video cameras that would document everything that will happen. The team will be deployed on where there are rallies.

The daughter of retired US Marine Ver Loyola that was allegedly abducted was released day after their abduction based on the progress report reached Camp Crame.

On their progress report it said that she was released on July 21 before evening at Amadeo, Cavite. But the Cavite Police and Police Anti-Crime and Emergency Response (PACER) are still mum about it.

On the report, it said that before the abduction, there is a robbery happened first.

Investigation disclosed that Ver Loyola, 71 together with his wife Priscilla were about to enter the gate of their house when four suspects armed with short firearms suddenly approached and instructed them to get inside their house at around 8:00 pm.

Mrs Loyola and their helper were hogtied by the suspects while the other suspects divested cash money amounting to Php 85,000, U$ amounting to $1,000 assorted jewelries amounting to Php 70,000 and two cellphones.

The father and Cristina, 19 were abducted by the suspects when they leave the house of the victims, on board the victims car as getaway vehicle. Which is a Toyota Corolla (TTV-759) which was recovered at around 11:00 pm of July 20 with Ver Loyola.

Cavite Provincial police Office Chief Supt. Herminiglado Zafra said they are still soing manhunt operation on the whereabouts of the suspects but believed that this was done by a local robbery group victimizing people in Cavite, Batangas and Laguna.

There were reports that the suspects are asking for Php3Million ransom money but Zafra still not sure if there’s a ransom paid that is why Cristina was released. This is also subject for investigation.

The Police Community Relations Groups (PCRG) of the PNP come up with a project of job fair for two days, July 24 to July 25 to help people in searching jobs and hopefully to be employed already.

PNP Chief Avelino Razon said, “The job fair we held now is contribution to boost employment, productivity and to abate poverty.”

Chief Superintendent Hadji Sukarno Ikbala, Sr., Director, of PCRG said they are expecting about 500 people to attend the job fair.

The PNP coordinated with Ignite Events to make the job fair possible. According to Razon, this is not only for the dependents of the PNP personnel but also for the other people as well who are looking for jobs.

According to Peter Aguila, Events Director of Ignite Events, they are also targeting high school graduate and the out of school youth, “We invited about 18 manpower agencies that would be able to help them look for a job. There are many offices that would be needing their help.”

Taking their chance to have work, about 300 attended the job fair.

Aguila said they are expecting about 300 of them to have jobs with their help.

Gigi Veniegas, 21, said she already worked as sales clerk in one of the malls in Manila about 6 months ago, and since she was a contractual her contract ended. Now she is looing for a job. She learened about the jobfair through his brother, SPO3 Allan Veniegas who happens to be a policeman assigned in Bicutan.

Veniegas brought along her friend, Aireen Alarcon, 21, who do not have any siblings at the PNP but she was able to submit her resume. Both of them are expecting to be hired after the series of interviews that they will have to go through. They are both applying as sales clerk.

Glomee Grace dela Cruz, 21, said he only have friend working in PNP as well who texted her about the job fair so she went with her husband Michael to apply, “We really need to have work, life is becoming more difficult.”

Philippine National Police Chief Avelino Razon said that there are enough evidences coming out against the Chief of Police of Dagupan, City that would link him as one of the protectors of the shabu laboratory.

Razon has tasked the Criminal Investigation and Detection Group (CIDG) to investigate the alleged involvement of Sr. Supt. Dionisio Borromeo in protecting the shabu laboratory that was raided by the authority in Naguillan, La Union last July 9. But he refused to give any kind of evidences because the investigation is still on going only that there were five witnesses already that implicating the name of Borromeo.

Dante Palaganas, one of the arrested caretakers of the shabu laboratory said he is an asset of Borromeo, but it is not clear on what way he was an asset—this is what the CIDG is investigating.

Razon also ordered the CIDG together with the intelligence division to dig deeper on the investigation.

“I have ordered them to dig deeper into possible involvements of other PNP personnel in region 1 because I believe that Sr. Supt. Borromeo will not be able to carry out the operations or whatever involvement he has on this shabu laboratory by himself,” Razon said.

So far he also said that there are no other names of high-ranking officials that are surfacing right now, but they are investigating those who are subordinate to Borromeo whether in dagupan or in other provinces of Region 1.

Caisson’s disease commonly known as gas embolism is the cause of death of the Japanese woman who died during a diving activity in Bohol last July 20, 2008.

Michiyo Higaki, 58, was with her husband Iwayoshi Higaki. On the latest report that was gathered the two arrived last July 19, 8:30 am and checked-in at Hidden Coral Resort in Songculan, Dauis, Bohol.

The victim died while on their diving activity. According to Dr. Nestor Sator, Chief of Crime Laboratory in Region 7, located in Cebu City who conducted autopsy on the body said that she suffered from gas embolism which can only be experienced once a person is under water.

On his explanation, Dr. Sator said, “Gas embolism being caused by change in atmospheric pressure.
When you go deeper the more you are expose to greater atmospheric pressure and disillusion of gasses. Also, when you go up in a hasty manner it will cause gas bubbles in blood stream.”

He added that the gas bubbles in the blood stream can blocked small blood vessel then to the vital organs like lungs, brains, and heart. “With her, the affected vital organs are her lungs; she experienced difficulty in breathing that lead to her instant death.”

It could be recalled that from Dauis, they sailed to Black Forest Diving Point Balicasag Island, Panglao, Bohol. Arrived at around 9:00 am and started their diving activity.

The victim sank deeper until 27 meters deep of the water surface. Prompting for the Japanese diving instructor Kiwamu Ueno to swim after the victim, hold and float back the victim up to 13 meters deep.
Victim responded through hand signal the OK signal. After few minutes, the victim kicked her feet and ascended up to more or less 7 meters deep. When the victim was already at the 7 meters deep the Japanese instructor noticed that the victim is not responding on the hand signals that he is giving and not moving anymore.

Based on the latest report gathered by Panglao Police Station, the body of the victim and her husband already went back to Japan on July 24, 2008. Their flight schedule is bound from and to Cebu-Manila-Nagoya PR 844-ETD 6:45 am (Cebu to Manila) to connect with PR 438 ETD 1:35 noon. Estimated arrival in Nagoya is 6:30 pm.

A group of lawyers will give legal assistance to Metro Manila police personnel who are facing criminal or administrative cases.

Aquila Legis Fraternity, group of lawyers graduated from Ateneo de Manila University will give their legal assistance for the policemen with cases on court for free in able to help the policemen to handle the cases against them.

According to National Capital Region Police Office (NCRPO) Chief, General Geary Barias, they accepted the offer of help of the group because this will help their policemen in resolving the case.

Though he added that they have their own legal assistance, Barias said this will not be enough because of many cases being filed against their policemen. “Most of us being filed a case as backfire for us or sometimes as harassment for us to be topped on investigating the case. For example we filed a case against a person because there is a complaint against him or her, that person will file administrative or sometimes criminal case against us,” Barias said.

He also added that most of the cases filed at the Ombudsman lasted for five years and those policemen who has cases were being suspended and do not receive their monthly salary. Also, for those who are in position and about to be promoted or being qualified for promotion cannot be promoted because of the cases they are facing.

Aquila Legis said they will only assist legal service on the cases of the police that is work related, so they will also have to study the case that will be presented to them.

Barias said those assigned in Civil Disturbance Management (CDM) are the ones who are facing charges in relation to work, “Especially if there’s a rally, then the police did not allow our militants to demonstrate more then the militants will file charges against our CDM.”

Atty. Jose Ramon Remollo of Aquila Legis said starting August they will start with their legal service. They will do it every Saturday and will accommodate all will asked for their help.

Barias said that they already have recorded 79 work-related cases but they do not have the final tally yet, “We have to determine first if these cases are really work-related, the Aquila Legis will study those cases if they are worthy of the help that will be provided for them.”

Remollo said that they have more than 1,000 lawyers in Metro Manila, and every Saturday, 20 of them will be available for the legal service.

The legal service will be held at the NCRPO office, Barias said.

Story 1: 15 year old boy killed his classmate

A fifteen year old boy got killed his classmate after bringing a homemade gun commonly known as “paltik” inside their classroom.

The incident occurred last July 22, 2008 at around 6:00 am at Baclaran Annex High School in Rimas Street, Dimasalang Extension, Barangay Bacalaran, Paranaque City.

The victim was identified as Julian Laos, 15 years old and a resident of 28 Caleza de Amor Street, Pildera I, Psay City. He was declared dead on the spot.

The boy who accidentally killed him was his classmate and has the same age with his, was identified as Brian George Garcia residing at 224 Rimas Street, Barangay Bacalaran, Paranaque City, near the school.

Based on the initial investigation of PO2 Johnny Margato, Garcia brought the said gun inside their classroom and showed it to Laos. While showing it to his classmate, Garcia accidentally hit the trigger of the gun and hit Laos on his left chest.

The Paranaque Police still investigating the case and will brought the suspect to the Department of Social Welfare and Development (DSWD) for custody because he is minor.

The National Capital region Police Office (NCRPO) said that the crime rate for the first semester of 2008 went down compared to the same semester of year 2007.

The crime rate from January to June, for every month, of 2008 is 13.36% compared to the 15.78% of crime rate for every month as well in year 2007.

Aside from this, Barias said that even the index crime rate also went down from 4,836 of 2007, now it is only 2,883 already or went down by 4.7%.

Also the crime against property went down by 4.79% from more than 3,000 in year 2007 to 2,800 for year 2008 from January to June.

Barias clarified that the do not have records yet the shows that the crime rate increases because the prices for basic commodities became higher. “Our records do not show that crime rates increase as prices of basic commodities increase,” he said in a phone interview.

Though he said that there will be a possibility that the crime rate may increase because of price hike, Barias said they will make sure that they will prevent this from happening.

About 1,000 policemen will attend the seminar to be conducted by the Commission on Human Rights (CHR) in preparation for the State of the Nation Address (SONA) by President Gloria Macapagal-Arroyo at the House of Representatives on July 28, 2008.

CHR Chairwoman Leila de Lima will give a lecture during the seminar. According to Sr. Supt. Rhodel Sermonia, Spokesperson of the National Capital Region Police Office (NCRPO) the said seminar is like a refresher course for the police for them to know what to do in the coming SONA.

The said seminar will be attended by police personnel from Civil Disturbance Management (CDM) who will be assigned at the area where protesters might stage a rally.

The seminar will be held in Quezon City Police District in Camp Caringal on July 23, 2008 at around 8:30 am.

Sermonia said that there are other seminars that will happen in some station all over Metro Manila.

“This is only to refresh the minds of our policemen on what to do if there are rallyists. It is also one way of reminding them to be patient on the protesters,” Sermonia said.

About 6, 250 policemen will be deployed for the SONA. About 3,000 will be deployed in Quezon City, about 1,700 in Manila, 500 in EDSA Shrine then the rest will be deployed in other areas of Manila.

About 1,000 policemen will be from the augmentation from Regions I, 3, 4A and CAR.

Story 1: Dagupan Chief of Police relieved from his post in relation to the shabu raid in La Union

A police chief in one of the provinces in La Union was administratively relieved because of his alleged involvement in the shabu laboratory raided by the authorities last July 9.

As of July 10, Dagupan Chief of Police Sr. Supt. Dionisio Borromeo was already relieved and was transfer to their Police Regional Office (Region 1) in San Fernando City, La Union. But on July 21, he was transferred in Camp Crame upon the order of PNP Chief Avelino Razon. He is now assigned in Police Holding and Accounting Unit.

PNP Spokesman Nicanor Bartolome said this is to give way to the on going investigation that Borromeo is involved in the shabu laboratory.

Bartolome said one of the suspects, the caretaker of the shabu laboratory is the one who implicates the name of Borromeo. “During the tactical interrogation, (Dante) Palaganas told the police that he is an asset of Sr. Supt. Borromeo. This is when the investigation on Borromeo started also.”

The suspect who implicates the Dagupan Police Chief was Dante Tomas Palaganas, according to Chief Inspector Gil Hempes, chief of investigation division of La Union Provincial Police Office. The other suspect also a caretaker was Andy Tangalin.

Bartolome also said that the Director of the Criminal Investigation and Detection Group (CIDG) Chief Supt. Raul Castaneda is already in La Union to supervise the investigation. “The CIDG will concentrate on the investigation on the allegation that the Chief of Dagupan Police is involved on it,” Bartolome said.

Meanwhile, Hempes said that they already created a Task Force that would investigate and track down the other suspects.

He said that they are still looking for five Chinese men who are allegedly the chemists of the shabu.

The Task Force that was created was Task Force Binmotobot derived from the name of the barangay where the shabu laboratory was found last July 9 in the town of Naguillan, La Union. The task force is created by regional police from operations, intelligence, La Union Provincial Police and Naguillan Police.

The police recovered 6 truck loads of different equipments and ingredients used in making shabu. Among they recovered are 30 pieces of cauldron, 79 containers of iodine crystal (about 4 gallons on each container); 15 aluminum barrel of red phosphorous, 80 sacks of soda potassium hydrate and 65 boxes (five liters each) of ethanol.

The area is about 11 to 12 hectares rented by a certain George Cordero. The police still do not know the whereabouts of Corder and thinking that this name is only an alias.

A retired US Marine with his daughter was abducted Sunday night at their residence in Tagaytay City.

The incident happened at around 8:00 pm where in the two identified as retired US Marine Ver Loyola and his daughter Cristina Loyola at the front of their house in #256 Brgy. Kaybagal South, Tagaytay City.

According to Chief Insp. Pamela Helaga, spokesperson of Police Regional Office 4A, the two is about to go home riding their white Toyota Corolla (TTV-759) when suddenly four unidentified armed men approached them then abducted them. The suspects even used the said vehicle owned by the Loyola as their get away vehicle.

At around 11:00 pm on follow-up operations, the police saw the said vehicle in Barangay Pangil, Amadeo, Cavite. Ver Loyala is inside the vehicle. He was released by the kidnappers to be able to raise Php3 million for the release of her daughter.

The Cavite Provincial office still conducting follow-up investigation on the incident. No on from them want to give any other details yet for the safety of the victim who are still on the hands of the abductors.

The lawyer of the suspected kidnappers of the ABS-CBN news team said that filing a case against his clients seems to be a political harassment.

Atty. Joventino Diamante, lawyer of Indanan, Sulu Mayor Alvarez Isnaji and son Haider said that his clients acted as a negotiator for the safe release of the ABS-CBN News Team Ces Orena-Drilon, Jimmy Encarnacion and Angelo Valderama and the Department of Justice (DOJ) already indicted them on the case.

“I think the panel was pressured, this is merely political harassment because my clients, the Mayor and his son will run on the coming ARMM elections,” Diamante said. Mayor Isnaji is running for Governor of Sulu and Haider is running as Assemblyman on August 11 ARMM elections.

He added that it was high ranking government officials who encourage the Isnajis to take the role as negotiators, “High ranking government officials who gave the Isnajis every encouragement to take on the role of negotiators and even prevailed upon them to stay on when they wanted to back out. Now that the Isnaji are in hot waters they have abandoned them,” Diamante said.

He also insisted that on the affidavits of the victims, no one is implicating the Isnajis as their kidnappers, “In their statements, Ces and her two cameramen did not say anything to directly implicate the two. In fact, Professor Dinampo upheld the innocence of the isnaji and even said that it is unfair to charge the two.”

Meanwhile the Criminal Investigation and Detection Group (CIDG) who filed the case against the Isnjai welcome the decision of the DOJ to file the kidnapping for ransom charges against the father and son Isnaji. Sr. Supt. Joel Coronel said they have enough evidences to prove that the two has something to do with the kidnapping and knew the actions of the kidnappers.

330 families left homeless after their house razed by fire

Story: 330 families left homeless after their house razed by fire

Fire razed almost 110 houses in Paco, Manila before noon Monday morning, July 21, 2008 but no one was reported dead, but there were three injured. Almost 330 families were affected.

The origin of the fire started in a house in Interior 45, Gomez Street, Paco, Manila owned by certain Lorenzo Tala. According to SFO2 Emmanuel Gaspar, arson investigator, the house is a two-storey and made of light materials to cause for other houses be burned as well.

The fire started at around 11:15 am and was declared as fire out at around 1:26 pm. The fire reached Task Force Delta.

The three injured were identified as Jason Chavez, 32 sustained laceration on his left eyebrow; Ramon Magno, 47, sustained wounds on his left leg; and Emily Vallenas, 47 suffered from suffocation. They are all residents of the houses that gutted by fire.

Estimated damages reached Php5.5 million.

About 20 houses beside the mall that were razed by fire last July 17, 2008 were also burned due to “glowing embers” on predawn of July 18, 2008.

At around 3:40 am, the houses started to be burned, according to FO3 Renato Recto residues from Puregold mall that were burned on July 17 went at the back of the said mall which cause to ignite. The back of the mall has some houses on it and all were made of light material.

The houses were located at 2541 Seladona Street, Pasay city. Estimated damages reached to Php500,000.

The Puregold mall started to be gutted by fire at around 2:52 am and was only declared fire out at around 9:00 pm of July 17, 2008. Then at around 3:40 am of July 18, the houses at the back of the mall were burned.

Puregold is located along Taft Avenue of Libertad, Pasay, in front of LRT Libertad station. Estimaed damages on Puregold, is about Php50 million.

The fire was declared as fire out at around 5:57 am and reached on task Force Bravo. Recto said the fire reached task force Bravo so that other fire districts may be able to respond on the fire to help the Pasay fire and to avoid firing anew the mall.

No one was reported injured on the fire at the houses.

PNP recorded about 482,162 expired firearms

The Philippine National Police (PNP) Firearms and Explosive Division (FED) has registered about 482,162 expired firearms and these be considered as loose firearms, official said.

Sr. Supt. Danilo Maligaling, Chief of Operations of FED said, they recorded about 1,081,074 registered firearms as of June 2008, but 482,162 of these were not yet been renewed already.

“We have recorded firearms that were already registered but after a year, the guns were not been renewed for registration, that is why we have 482, 162 expired firearms and since these are already expired, they are already considered as loose firearms,” Maliagaling explained.

On the record of FED, 283,522 firearms belonged to businessmen; 217,124 belonged to Security agencies; 172,414 from Private employees; 134,00 from AFP/PNP/BJMP/BFP; 104,950 from government employees; 54,858 government entities;42,084 from professionals; 25, 632 from elected officials; 17,270 retired AFP/PNP; 12,494 from private entities; 9,016 from retired government employees/officials; 6,383 from reservist; 819 from retired private employees; 378 from religious officials and 130 from diplomatic corps for a total of 1,081,074.

He also said that about 8,000 individuals filed for amnesty so that they can re-register their firearms. “We have an amnesty that will expire on November 14, 2008 these amnesty was approved so that those individuals with guns can register their firearms and not be considered as loose firearms.”

The Makati Regional Trial Court branch 148 ordered the release of one of the Magdalo members involved in Oakwood mutiny after posting bail.

The Magdalo member that was allowed to be released from detention is 1st Lt. Francisco Ashley Acedillo of Philippine Air Force. He is currently detained in Philippine Air Force Custodial Center at Villamor Air Base in Pasay City.

The order was released last July 18 2008 at around 11:00 am. Its Pairing Judge Cristina Cornejo of Makati RTC Branch148 directed the commanding officer of the PAF Custodial Building at Villamor Air Base in Pasay City, Major Samuel Tutalan to discharge Acedillo after posting a P50,000 bail.

Acedillo filed for bail last July 17, after the court hearing on his mutiny case on the said court. Since his case is bailable he was allowed to post a bail. It only took many years before he was able to post a bail because of his case on Court Martial.

Acedillo was already discharged from service after the general court martial decided on their verdict that he is guilty, among 10 other officers; Capt. Gary Alejano, Lt. Sg. Andy Torrato, Capt. Segundo Oripiano, Lt. Sg. Eugene Louie Gonzales, Lt. Sg. James Layug, Lt. Sg. Manuel Cabochon, Lt. Jonnel Sangalang, Lt. Jg. Arturo Pascua Jr., Lt. Billy Pascua,and Ens. Armand Pontejos on violating Articles of War 96 or conduct of unbecoming an officer and a gentleman. The promulgation on general court martial took place last July 10, 2008 in Camp Aguinaldo.

He was not yet released from his detention in Philippine Air Force because his discharged paper has not yet been signed by President Gloria Macapagal-Arroyo. But once this was signed he can go home on his family already.

During the Manila Peninsula Siege, Acedillo did not join the other Magdalo members. So, his remaining case only at the Makati RTC is the Oakwood mutiny.

Three suspected hi-jackers got killed in an encounter in Quezon City along Araneta Avenue corner Calamba Street, Sta Mesa Heights Quezon City.

The three suspects were identified as Waldo de Guzman resident of Pasay City; Richard Cumpas, 27 residing at Antipolo City and Gil Toregoza, 38 of Pasay City also.

According to SPO2 Manuel Galang of La Loma Police station, the three suspects riding in a Isuzu Hi-Lander (TWS-405) were chasing after 20-foot container van identified as NYK Line–APL Logistics’ (PUV 288. The container van contained with nestle products according to Galang.

The driver of the van Leonilo Cabale said that at the said street the suspects blocked their way and asked him to get off the vehicle and leave. This was at gunpoint. Cabale ran for his safety and saw a patrolling police not far on the place of the incident and reported what happened to him. The police immediately responded.

When the suspects saw the policemen they started to fire their guns which caused to exchange of fire and death of three suspects.

Initial investigation shows that before trying to hi-jacked the said container van, the three carnapped the Hi-lander which they used, to chase the container van.

The Hi-Lander was carnapped somewhere along Del Monte Avenue, “The carnapping incident happened at around 8:15 am, and it was reported immediately to Station 2 of QCPD, it became positive when we saw the vehicle on the crime scene a while ago,” Galang said.

Recovered from the crime scene are two .45 caliber pistols, a .38 caliber revolver and a hand grenade. The suspects sustained multiple gunshot wounds on their head and body.

A man died after the improvised explosive device (IED) that was in his possession exploded last July 16, 2008 at around 7:20 pm, police said.

The victim was identified as Evangelista Gapusaga, 62, working as a jeepney driver. According to Supt. Ranulfo Demiar, Spokesperson of Police Regional Office in Region 6, the incident happened in front of Western Visayas Medical Center (WVMC) in Mandurriao town in Iloilo City.

Demiar said that Gapusaga has a grandson admitted due to dengue in Western Visayas Medical Center and wanted to enter at the said hospital since morning. “He arrived there at around 10:00 am but the security guard on duty did not allow him to enter because he was drunk.”

The police added that Gapusaga went back at around 7:00 pm still drunk. The guard did not allowed him to enter again.

Demiar said that the IED is made of still unidentified powder with shrapnel covered in newspapers then plastic. There were also five people that were sustained minor injuries.

Also recovered from Gapusaga is one homemade gun looks like caliber .38. Demiar said their theory is that the victim wants to threat the guard so that he can enter the said hospital and be able to visit his grandson.

A mall in Pasay razed by fire predawn morning of July 17, 2008 and already reached Task Force Echo.

The fire occurred in Puregold Shopping Center along Taft Avenue, Libertad, Pasay City. The mall is located in front of the LRT station along Taft Avenue as well.

The fire started at around 2:52 am, the fire started at the ground floor of the said small for a possible faulty electrical wiring. The fire reached task force echo at around 8:55 am, according to firemen they are having hard time to stopped the fire because of the wind and most of the things being sold inside the mall is flammable like ready to wear clothes, cloth, shoes, soaps, detergents and others.

Because of the fire the LRT stopped their operations from Baclaran to Libertad and vice-versa. But the operations from Gil Puyat to Monumento and vice-versa continued.

As of this writing the fire still on-going.

Former head of the Armed Forces testifies at the Oakwood mutiny hearing at Makati Regional Trial Court Branch 148, Thursday morning.

Gen. Generoso Senga, former Chief of Staff of the AFP testified on the military offensive happened in Buliok Complex in North Cotabato of the year 2002.

But, for the Prosecutor panel, Senga’s testimonies have no connection on what happened in the Oakwood mutiny, “His testimonies does not state that what happened in buliok complex is the reason why the soldiers staged a mutiny,” Asst. Chief State Prosecutor Richard Fadullon said.

Fadullon added that Senga testified as head of the 6th Infantry Battalion who conducted the military offensive at the Buliok complex and not as a Chief of Staff of the AFP.

For the defense panel, Atty. Ernesto Francisco said that in due time they will be able to prove that it is President Gloria Macapagal-Arroyo who ordered to have a military operations in Buliok, which for the young soldiers should not happened.

According to Francisco they will be able to prove it based on the statements that made by the President herself. “We subpoena the Chief of the Records Division of the Office of the President to present the documents that we are asking but he did not show up today, we will try again next time,” Francisco said.

Francisco still insists that the soldiers went to Oakwood because there are already threat on their life, “Two days before the Oakwood incident there is already a threat that they will be hunting down, and if they will refused they will be killed, that is one of the reason why they went to Oakwood to air their grievances. In fact, all of the witnesses never said that there is a mutiny taking place.”

The next hearing will be on September 4 and 11, and the defense panel will present Senator Gringo Honasan, Francisco said that Honasan will testify on the national recovery plan as not a plan to take over the government but as an ordinary political program for the government.

About 300 million pesos worth of shabu was seized in the province of Quezon, July 16, 2008 at around 7:00 am.

According to Sr. Supt. Fidel Posadas, Provincial Director of Quezon, the area is isolated and they recovered about 70 kilos of shabu or methamphetamine hydrochloride. They also recovered equipments being used to make a shabu.

Posadas added that the area is 150 meters away from the national road at Sitio Arcao, Barangay Margundon, Real, Quezon. The lot is about 2,500 sq. m. and the house where the equipment and shabu were found is about 300 sq. m.

He added that the area is a protected area and there should be no any establishments to be build, “They do not have building permit, and we are wondering how come they were able to build a house there,” Posadas added.

He also said that at the front of the house is a piggery, “Probably to hide what is really inside their house.”

On the said operations, they arrested two Taiwanese nationals identified only as Chiu Lu Hsiang and Wu Jung Hsien; Chinese nationals Lin Hai Jung, Weng Shi Chiang, and Wu Chih Yang.

A shooting incident transpired along North Luzon Expressway (NLEX), at around 8:20 pm of July 15, 2008 which killed two male individuals, police said.

The incident transpired at the area of Brangay Lalangin, Plaridel, Bulacan. However, the police are still clueless on who did the incident to the victims. The victims were identified as Jimmy Nucup resident of Mexico Pampanga and Sherwin Silo resident of San Luis, Pampanga.

The victims are both riding in a BMW X3 (SBE-424) and are on their way to Manila and came from San Fernando, Pampanga. PO1 Noel Pascual, officer-on-case said they do not know where exactly in San Fernando, Pampanga they came from and where in Manila they will go.

Both victims sustained multiple gunshot wounds on their head and bodies. The police believed that while the BMW is running, suspects are following them and shot them several times from the back and at the right side of the car and at the front.

Police also said that they do not have witnesses yet that is why they do not know how many suspects and who are the suspects involved in the incident.

Pascual said they recovered Php179,000 inside the car and one empty shell of M-16 at the dashboard of the BMW and another one empty shell of M-16 100 meters away at the back of the car.

Atty. Homobono Adaza finally file his complaint against Philippine National Police officials and the arresting team who arrested him together with retired colonels last July 2, 2008 in Holiday Inn hotel in Ortigas, Pasig City.

Adaza said he did not do anything for him to face several charges, including proposing to commit a coup d ‘etat. Aside from PNP officials he also filed charges against State Prosecutor and private individuals.

He filed the case at the Ofice of the Ombudsman, July 16m 2008 at around 10:30 am.

The cases that he files are violation on RA 3019 or the anti-graft and corrupt practices act specifically on section 3A and 3E (Corrupt practices of public officers) and Section 4B (Prohibition on private individuals); violation on RA 6713 or Code of conduct and ethical standards for government officials and employees; violation on RA 4200 or an act to prohibit and penalize wire tapping and other related violations of the privacy of communication; violation of Article 124 or Arbitrary detention and Article 125 or Delay in the delivery of detained persons to the proper judicial authorities of the Revised Penal Code.

Adaza still insists that the way they were arrested is illegal and those who arrested them do not know what were there case why they were being arrested, “They should know why they are arresting me. When they entered the room I asked them what were our case, it took 10-15 minutes before somebody answered that our case is proposing to commit a coup.”

He also added that those arresting officers has no personal knowledge of the case that is the reason why he will file violation on arbitrary detention.

Private person like Fortun and Laurilla was included on the case because according to Adaza, as private persons, they induced public officials to commit crime.

On wire tapping, Adaza said the arresting team has no right to listen into any private conversation. Listening on it already violates RA 4200. He also said if the police really wants to listen in any conversation, they should have asked permission from the court to make it legal, “They did not secure any permission from a Court, and they cannot any use the words they allegedly heard as their evidence,” he said.


Meanwhile, the PNP said that they welcome the case filed against them and said that they only implement the rule of law. “The violator of the law is Atty. Homobono Adaza and not us, (police) we receive complaint against him and we file charges, that is our work,” Razon said.

Razon also added that they are already used to that kind of situation, he even said that it is part of their work to be charged with counter charges after they file cases on the suspects.

Castaneda also added that they are ready to answer all the allegations against them at the Ombudsman.

The prosecutor panel on the kidnap for ransom case slams the ABS-CBN for airing their documentary on the kidnap incident on their employees.

Senior State Prosecutor Emily Delos Santos made the statement before the start of the scheduled preliminary investigation at the CIDG at Camp Crame Monday at 2:00 pm.

She said on her statement, "Be it noted that it was the lawyer of the ABS-CBN on the hearing conducted during June 30, who first ask the panel to guarantee that the footage which was viewed later that afternoon be not leaked to the media. In our desire to preserve the confidentiality of the proceedings, we even turned over to the CIDG our copy of the said video clip."

She also said that she wants to correct the impression that the prosecution panel is the one who do not want the document to be shown. "We are not for the suppression of the evidence," Delos Santos said.

She added that they are expecting that both parties, complainants and respondents not to take advantage of the power of media and just be fair.

She also emphasize that they are independent and impartial and will exercise fairness on determining probable cause.

Meanwhile, Ces Orena-Drilon, express sadness over Profesor Octavio Dinampo's supplemental afidavit because they have contradicting statement on how Sulu Mayor Alvarez Isnaji came in as negotiator.

"According to him, the reason why Isnaji was chosen to be the negotiator because my family already chosen Vice-Governor (Lady Ann) Saidulla, it was not like that. What happened was the kidnappers first asked Isnaji to be their negotiator then I asked the kidnappers to approved of the Vice-Governor as the negotiator for my family," Drilon said in an interview.

She also added that they are all hostages and she expects that they will have one statement on what happened to them. She also wants to make an appeal to the Professor, "so my appeal to the professor, why are you clearing them, do you know that they're not really involved? do you know, you were there in the jungle, how did you know?"

Drilon said that when they were released the police showed to them some evidences and debriefing of the Isnajis that would might have links on the involvement of the father-and-son on the kidnapping.

However, Dinampo said he did not see the documents that Drilon is talking about and he even asked to copy furnished him so that he may know what it is. "They did not give me any single affidavit."

A well-known lawyer strikes back at the Philippine National Police (PNP) after he was arrested on alleged proposing to commit a coup d ‘etat.

He added that the case against them was not filed within 36 hours. “They filed the case Friday, July 4 at around 11:00 am where in the expiry of our detention is at 1:00 am of Friday.”

He will file case for violation on anti-wire tapping and other related violations of the privacy of communication because he said that the arresting personnel listened through a cellphone used inside by Joanna Laurilla, general Manager of Buenavista Island Resort in Marinduque. He said that Lauriall went there to confer with Lt. Col. Oscar Mapalo with regards to the security services of the OMT for the resort.

He will file case for violation of anti-graft and corrupt practices based on Persuading, inducing or influencing another public officer to perform an act constituting a violation of rules and regulations duly promulgated by competent authority or an offense in connection with the official duties of the latter, or allowing himself to be persuaded, induced, or influenced to commit such violation or offense.

And, causing any undue injury to any party, including the government, or giving any private party any unwarranted benefits, advantage or preference in the discharge of his official administrative or judicial functions through manifest partiality, evident bad faith or gross inexcusable negligence.

He will also file cases to some private individuals for violating also the anti graft and corrupt practices, “Because a private person inducing a public official to violate laws,” Adaza said.

Police gunned down in Bulacan

Story 1: Police gunned down in Bulacan


A police officer was gunned down in Bulacan was believed to be work related, police said.

The victim was identified as SPO1 Djelmar Alba, 38 and assigned at the Intelligence Unit of Bulacan Provincial Office was gunned down at around 8:30 pm of July 13, 2008 at Barangay San Roque, San Rafael, Bulacan.

The victim was on his way home in Baliuag, Bulacan riding in his color blue motorcycle (EI-3383) when the suspects, about seven of them, on board of a Toyota Revo came from his back and shot the victim several times. Alba was wearing a helmet during that time. He sustained gun shot wounds on his body.

The victim fell down from his motorcycle, and when he was already lying on the floor, three of the suspects get off their vehicle and shot the victim again to sure of his death.

According to the report of the officer-on-case PO3 Bienvenido del Rosario the suspects was believed to members of “Apeng Group” a robbery hold-up group in Bulacan.

“The killing of Alba may be work related because he is with the Intelligence unit and he worked on different cases as well, we are now investigating if Alba is investigating a case which has something to do with the group that led to his death,” del Rosario said.

Investigator added that they are now conducting manhunt operation on the suspects. What they know is the group is being led by a certain Ruperto Santos of San Ildelfonso, Bulacan.

Commission on Human Rights (CHR) head said that the CHR and the Philippine National
Police are one in protecting human rights.

CHR Chair Leila de Lima was the guest speaker during the flag ceremony at the Phlippine
National Police Headquarters in Camp Crame. This is also in line with the first anniversary of the Human Rigahts Affairs offcie of the PNP.

She said on her statement"The human rights campaign within the PNP is fully supported by
the CHR. in line with our mandate to investigate and monitor government compliance with
human rights standards."

She also clear that the CHR is not anti-government nor anti-PNP, in an interview she said, it
is a wrong perception to conclude that they are against the government or even the PNP
and said that they are one with the PNP in upholding human rights.

"You have to understand, the victims are the ones approaching us, seeking for help, of
course we will going to help them. It just so happened that we are investigating on the
human rights side aspect and not the criminality of it," De Lima explained.

On the ambush interview, she said that the PNP and AFP is the number one in their list as
human rights violator. But de Lima said that she was on the position only two months ago,
and she will check if this alredy dropped or not.

She also added that she is planning to gather all the data or statistic and to know the status of other reports to determine what are the usually complaints of victims to the policemen.

Meanwhile, NCRPO Director General Geary Barias said, "It is understandable that we are
number one on the list because some people being arrested are complaining on they way
they were arrested even if it is a legitimate one."

With regards to the Tanauan incident, De Lima said they are still conducting investigation on it, and hoping to release their resolution before the end of the month. They are also studying if they will investigate other incidents in Batangas that lead to the alleged suspects of RCBC Massacre.

Story 1: 6,250 policemen to be deployed for SONA

About 6,250 policemen will be deployed in National Capital Region (NCR) for the upcoming
State of the Nation Address (SONA) on July 28, official said.

National Capital Region Police Office (NCRPO) Director General Geary Barias said they will
deploy policemen all over Metro Manila, "That 6,000 is not only for Quezon City alone,
where the SONA will happen, other areas will also have police deployment." They also
created Super Task Force Kapayapaan.

Barias added that 4,000 of which will came from NCR, 1,000 from the augmentation from
Regions I, 3, 4A and CAR.

He also said that areas where people always go to staged protests will have deployment as
well, especially Mendiola Bridge in Manila. He said about 3,000 will be deployed in Quezon
City, about 1,700 will be deployed in Metro Manila the rest will be at EDSA Shrine, Makati
and Senate.

Aside from Mendiola Bridge, the other places will be guarded in Manila are Liwasang
Bonifacio, Legarda, Lepanto, Morayta, Bustillos, Recto, Plaza Miranda and US Embassy.
In Quezon City, aside from Batasan Hills where the House of Representatives is located, they will also guard the area of Litex, San Mateo and Sandiganbayan.

The NCRPO Chief added that they are not expecting any threat on the coming SONA.

Meanwhile, about 2,000 to 3,000 personnel from Civil Disturbance Managment (CDM) has
been recommended by Barias to attend one day seminar on July 23 before the Commission
on Human Rights (CHR) to ensure that the police will not violate the right of the protesters
who will staged rally during the SONA.

Two security guards suffered from gunshot wounds after the robbers fired at them at the side of the mall in Taguig City.

The incident occurred at around 10:30 am outside the Market! Market! Mall in Fort Bonifacio Taguig City.

According to some witnesses, there were about 10 suspects who arrive at the area and started to fire their guns directly to the security guards. The firing of guns lasted for five minutes.

Fruit vendor who do not want to be identified, said he saw one van with 6 men riding on it, “All of them went down, two of them shot the guards immediately, and some of them went immediately to the armored van to get the money in duffel bags.”

According to a flower vendor, aside from the van, she saw about 4 motorcycles following the van, “ On each motorcycle, there is only one rider wearing black jacket, following the van when it left already.”

The vendors also added that one of the suspects approached the armored van and drive it away from the place followed by the van and those who are in motorcycles.

Ruben Garcia, 27, vendor in one of the food chains at the Market! Market! near the ATM machine said that they all heard the sound of the guns, “all of the people here ran for their lives because all of us were afraid that we might be gunned by the suspects.” he said he hide on the store where he is working and some of the people hide at their store and at the store nearby.

He added no one from the customers or shoppers at the area where hurt during the incident only the two guards.

Edwin Penales, guard on duty at the open parking lot of the mall said that he only heard of the gunshots responded immediately on the crime scene together with other guards, but they did not saw the suspects anymore but saw there co worker lying down on the floor with blood.

Penales identified the guard as Rene Boy Pader, who suffered gunshot wounds on his left shoulder, left leg and right hand.

The other victim was identified as Samuel Cacho by Chief Inspector Eufronio Obong, Chief of Taguig Investigation. He said Cacho is the guard of China Bank assigned on the armored van.

Cacho suffered from gunshot wounds on his back and on his right shoulder.

The armored van were recovered at Kalayaan Avenue, and believed that all of its money with Php3 million was seized by the suspects.

A shabu laboratory was raided in the province of La Union after some residents reported a foul odor in the area.

The raid happened last July 9, 2008 at around 1:00 pm in barangay Bimmotobot, Naguilian, La Union which according to Chief Inspector Gil Hempes, chief of investigation division of La Union Provincial police Office, lasted up to 5:00 pm because of the chemicals that they recovered.

“The area is already under surveillance for a month because of the complaints of some residents that they smell foul odor,” Hempes said. He added though that the nearest house on the area is about one to two kms. away.

Hempes explained that the shabu laboratory is located in the mountainous area of the said barangay and what the residents knew that the area would be a piggery but they are not seeing any pigs at the area and wondered why there were foul odor at the area.

The area is about 11 to 12 hectares reportedly being rented by a certain George Cordero, but he is not at the place when the arresting team went there. But the police were able to arrest two of his caretakers named Dante Tomas Palaganas and Andy Tangalin and will be charged of violation of RA 9165 or comprehensive drugs act.

The police recovered 6 truck loads of different equipments and ingredients used in making shabu. Among they recovered are 30 pieces of cauldron, 79 containers of iodine crystal (about 4 gallons on each container); 15 aluminum barrel of red phosphorous, 80 sacks of soda potassium hydrate and 65 boxes (five liters each) of ethanol.

Hempes also said that the shabu laboratory is already operating for almost one year. The police are now looking for the possible whereabouts of Cordero who is renting the said place.

The suspects were identified as Wilbert Repal Ong, 24,and John Dumdumaya, 31 both residing in Antipolo City was arrested by PNP-Highway Patrol Group (HPG), formerly Traffic Management Group in Barangay Salinas, Bacoor, Cavite at about 2:00 pm (July 8).

HPG Director Chief Supt. Perfecto Palad said that personnel of HPG Region 4A where conducting anti-carnapping patrol operations on the said area when they noticed a Mitsubishi Adventure with plate number PGX-748. The said plate number where under the lists of the HPG as missing. The plate number have been issued to a Toyota Cressida.

The suspects were brought to the HPG for questioning because the police confiscated one 9mm pistol and one 38 pistol. According to Palad, during the questioning, one of the suspects, Dumdumaya, admitted that the car is being used for their kidnap for ransom crimes.

The HPG found out that the two were involved in the kidnapping incident happened in Tanay, Rizal last June 14, 2008 wherein they kidnapped an Indian national.

The Indian national was kidnapped few blocks away from his house at around 6:00 am. The victim identified as Balwinder Kumar, was blindfolded, tied on his arms and was brought to an unknown place riding that same Mitsubishi Adventure. He was released June 17, 2008 after the family paid Php1.7M.

The victim is already staying at the country for about five years, and have money lending business in the country.

The police are conducting thorough investigation on the said kidnap for ransom case because according to the suspects there are two Indian nationals that were involved in the kidnapping. “They said they act as driver and look out and there are two Indian nationals who would tell them who should be kidnapped,” Palad said.

He added that there are six other members of their group that were involved in kidnapping the Indian national, and the police are doing their manhunt operations.

Aside from the kidnap for ransom case that would be file against them, the two will also face charges of illegal possession of firearms, illegal transfer of LTO license plate and Possession on fake driver’s license.

The guide who also made a schedule for the ABS-CBN news team to interview the Abu Sayyaf leader will now be include as suspect for the kidnapping case happened in Sulu, according to the Criminal Investigation and Detection Group (CIDG).

Juamil “Mameng” Biyaw, will be considered as suspect after Mindanao State University Professor Octavio Dinampo filed a supplemental; affidavit saying that some relatives of Biyaw is a member of ASG and he was the one who made schedule possible for an interview.

“By his admission, he admitted that he was the one who guided the ABS-CBN news team to Indanan, Sulu and was the one who arranged the meeting at the Adjid river near Indanan. Ffor that we would include him also as a suspect and as participant in the kidnapped for ransom,” Coronel said. He added that it would depend now in the Department of Justice if Biyaw will be a state witness.

At first, Biyaw was considered by the PNP as witness because he saw how the armed men get the victims and according to Biyaw, he was asked by the armed group to leave the area.

Meanwhile, Sr. Supt. Joel Coronel of the CIDG said that they are also looking on the supplemental affidavit filed by Dinampo last Monday, July 7, during the preliminary investigation.

“We are reviewing the supplemental affidavit, actually its the third affidavit submitted by Dinampo, and we are determining the inconsistencies with those he had previously given to us, and at present, we are evaluating his statements and if we find any inconsistency in his affidavit, we might consider him as a suspect also in the kidnapping case,” Coronel said.

Coronel also clarified that the statements of the victims Ces Drilon, Jimmy Encarnacion and Angelo Valderama does not directly says that Mayor Alvarez Isnaji and his son Haider “as their immediate captors and responsible for kidnapping.”

He added, it is the statement of Drilon, established Isnaji designated as negotiators by the kidnappers, “it was clearly shown that the isnajis never acted for the interest of the hostages and in fact, it would appear that he was negotiating for the increase in ransom payment rather than the safe release of the hostages.”

During the last preliminary investigation, Drilon said that they really want Biyaw to be accused as one of the suspect because they felt he is the one who betrayed them that lead to their kidnapping.

Drilon also said that it is the they do not really know the participation of the Isnajis but when they were there at the mountains during their captivity she can feel Isnaji is more concern on the ransom demand than their safe release.

Coronel said that they are prepared for the scheduled clarificatory questioning on Friday, July 11, 2008.

The driver of the get away vehicle on the RCBC massacre was identified as the one who was killed in a shootout in Batangas last July 1.

On the shooting incident happened in San Jose, Batangas last July 1, 2008 three of the suspected robbers got killed. Two were identified as Joey Presquito, 27 and Jun Ceneta, the other one was remained unidentified. They were members of Royal Blood Gangsta.

However, according to Chief Inspector Manuel Castillo, two days after the incident or July 3.The unidentified suspect was identified by its brother as Danilo Letoquet.

“The brother went to us and looking for a missing person so we showed to him the unidentified suspect tat were killed during the incident. And they positively identified him,” Castillo said.

Letoquet is one of the suspects on the RCBC massacre in Cabuyao Laguna happened last May 16, 2008. Letoquet was positively identified by the witnesses as the one who drove their getaway vehicle Mitsubishi Adventure (XHS-341)owned by one of the victims named Benjamin Nicdao. The said car was left at Barangay Turbina Calamba City.

He was killed in a shoot out in Batangas city after they fired their guns at the checkpoint in Barangay Sto. Cristo, San Jose, Batangas City. they stopped on the checkpoint, get off the car and fired their guns to the policemen who tried to stop them for checkpoint.

Former Assemblyman Homobono Adaza said that those who accused him of proposing to commit a coup is with conspiracy with the Arroyo administration.

“I charge my accusers with conspiracy with the Arroyo administration in manufacturing cases against me in desperate effort to perpetuate the continuing contemptible climate of fear in this country so everyone will be terrified and subdued,” Adazasaid in a press conference Wednesday morning at Sulo Hotel.

Adaza added that the Arroyo administration started a new formula of persecuting the critics of government.

He even said that it was Atty. Raymond Fortun who talked about coup d’ etat and told him of the plan and that Fortun will be the Secretary of Justice or Ombudsman. Fortun is the complainant on the case against Adaza. Fortun said that Adaza is asking U$4M from his Japanese client to finance the planned coup d’ etat.

Adaza was arrested last July 2. On the report it said that they were arrested at Crowne Plaza, but Adaza said that they were arrested in Holiday Inn. He was arrested together with Lt. Col. Oscar Mapalo, Retired Col Ernie Amboy; Retired Col. Cesar dela Pena and former Police Superintendent Rafael Cardeno. He still insist that the arresting officers did not know for what case they are being arrested.

On his press conference, he challenges the Arroyo government for a debate for the administration to answer the issues against them. “They will speak their mind and I will speak my mind.”

Among the issues he wants to discuss or have a debate onto is the rice, gasoline, electricity and water commodities. He ask the government on why they cannot reduce its prices, “Is it because you are afraid of the rich and the economically powerful and you do not care about the continuing suffering and desperate complaints of the poor and middle class?” Adaza asked.

He also said that on the 2008 national budget which cost Php1.3 trillion, 40% of it was going to corruption or a total of Php520 billion. He emphasized this is the reason why the government is claiming that the country has no enough money for education.

Adaza also thinks that President Gloria Macapagal-Arroyo will not step down and on 2010 the Philippines will have parliamentary government and Arroyo will be Prime Minister.

He also said that debate will not be the only solution, after the debate there should be a process on what to do with the topics being raised.

He clarifies that he is not for opposition, in fact he is also asking the opposition to talked and be precise on their program and have a appropriate leader for them. He also said that he is for the Filipino people.

Mayor Alavrez Isnaji can still run for the upcoming elections in Autonomous Region for Muslim Mindanao (ARMM) on August 11, this what Comelec Executive Director Jose Tolentino said.

Tolentino is present during the Command Conference of the PNP and AFP for the security measures they will have on the coming election.

Tolentino also said that before the kidnapping incident happened in Sulu, Isnaji already filed his candidacy to run as Governor of Sulu. His son, Haider also filed his candidacy as Assemblyman.

There were 7 candidates for governor, 5 for vice-governors and 78 for assemblyman, according to the Comelec.

ARMM Regional Director Chief Superintendent Joel Goltiao said, “Based on the law you can only be prevented from running if you are convicted.” In the case of the Isnajis, they are not yet convicted.

The father and son Isnaji are currently under the custody of the Criminal Investigation and Detection Group in Camp Crame for the kidnapping case filed against them. Mayor Isnaji was the one picked up by the kidnappers of the ABS-CBN news team to be the negotiator on the kidnapping incident.

But whether they can campaign and vote, they are still uncertain about it. Deputy Director General Emmanuel Carta, Deputy PNP Chief for Operations said that the case against the Isnajis is not bailable. “Their case is kidnapping and it is not bailable. Once the case is already filed at the Court, it will be the Court who will decide if they will alow them to campaign or vote,” Tolentino said.

Meanwhile the pursuit operations against the kidnappers of ABS-CBN news team and university professor will continue despite of the upcoming elections. “Operation on the kidnappers of Drilon, et al continues. The operation is continuing until such time the that all suspects will be accountable. No suspension on that,” Goltiao said.

The kidnapping incident happened in June 8 at Indanan, Sulu, which is part of ARMM wherein Ces Drilon, Angelo Valderama, Jimmy Encarnacion of ABS-CBN news team and Mindanao State University Professor Octavio Dinampo where kidnapped by Abu Sayyaf Group.
