Police Deputy Director General Jesus Verzosa said what is happening in Midanao has an effect in Metro Manila and other provinces as well.

“Based on previous experience, we feel that what is happening in Mindanao has an effect in any part of our country. It has an effect to the economy because somehow, somewhere, there are economic, social and cultural dimensions that link Metro Manila with Mindanao and vice versa,” Verzosa said.

He site as an example is the tourism of the Philippines. Versoza said, with what is happening in Mindanao tourists going in Mindanao might not go back because of the situation, worst is that they might spend their vacation on nearby countries. “Tourism is dependent in peace and order of the country,” he said.

During the turnover ceremony at the National Capital Region Police Office (NCRPO) in Camp bagong Diwa, Taguig, he said that he is instructing the newly appointed NCRPO Chief Police Director Jefferson Soriano, “to begin with the task of initiating a renewed, intensified, and human rights complaint crackdown on organized crime, street crime syndicates and common law violators to make Metro Manila less prone to the indirect negative effects of insurgency and internal conflict in other parts of the country.”

With that, Verzosa said that the NCRPO has to flex its socio-economic potential if that is only the way to balance-off the lost economic opportunities in Mindanao.

However, former NCRPO Chief Police Director Geary Barias is expecting Soriano to continue the discipline zone project that he started, “I wish he multiply that discipline zone. Because with that we can really reduce the crime rate especially on our streets,” he said.

Barias is now the Chief of Directorial Staff at the PNP headquarters.

Soriano on his part said that he will continue what Barias has started and to implement it more.

Meanwhile, Versoza said that he will conduct some surprise inspection at the police stations not only in Metro Manila but also in the provinces, “We want to see how leaders in lower level works, if the district directors, chief of police or station commanders supervise their people on the ground.”

Two suspected robbers were killed by the police operatives in Las Pinas city, September 29, Monday morning.

The incident occurred at around 10:00 am along Alabang-Zapote Road corner Real St. Barangay Talon 3, Las Pinas City.

According to SPO1 Roland Abraham, investigator, said that the intelligence operatives of the Las Pinas Police was conducted routine patrol within the area where the incident occurred.

The suspects were identified as Allan Villanueva, Ronilo Nacua, 28, both of them died, and one William Sabenorio, still confined at University of Perpetual Help Hospital.

“The intelligence noticed, two motorcycles that were following a Toyota FX with some passengers, so our intelligence followed it to observe what these men will do,” Abraham said.

The suspects riding in motorcycle blocked the FX and announced hold-up in gunpoint. One suspect was riding in one motorcycle then two were riding in another motorcycle.

The suspects noticed that there is a vehicle following them, which happens to be the car of the intelligence operatives, at this point that suspects fired at them then the policemen retaliate. Nacua and Sabenorio fell off the floor already while Villanueva ran inside a carenderia and fired his gun, the policemen fired at him hitting on different parts of his body that cause his instant death.

Nacua did not died immediately he was brought along with Sabenorio at las Pinas District Hospital but was declared dead on arrival.

Then, Sabenorio was transferred to University of Perpetual Help Hospital for medical treatment.

Police still investigating from what group does the suspects belongs.

Recovered from the crime scene, one .45 caliber with two live ammunitions; one .38 caliber with two live ammunitions; one 9mm calibre with five magazines; two motorcycles used by the suspects and eight spent shells (five from .45 and three from .38).

Newly appointed Regional Director for National Capital Region Police Office (NCRPO), Police Director Jefferson Soriano, has lay down marching orders as he assumes office, September 29, 2008.

The turnover ceremony was held at the NCRPO, Camp Bagong Diwa in Taguig City at 10:00 am

On his plan, Soriano wants to reduce the crime rate of NCRPO by “3-5% semi-annually” particularly bank robbery and carnapping. “Bank robbery has gone up by about 10% while armoured van and payroll robberies gone down,” he said.

“Let us give special attention to our operations against bank robbery and other related incidents such as carnapping. For the period, bank robbery and some other incidents have slightly gone up by 25% from 35 incidents in 2007 to 44 incidents in 2008,” Soriano said.

He noted that they will push their station commanders to work harder and to strengthen their checkpoints for any possible attacks.

“Based on the Records of NCRPO, for the period January to August,2008. We have slightly increased our crime volume by a minimal 100 incidents from 12,325 in 2007 to 12, 425 in 2008. The order of the Chief PNP is to bring down the crime volume by 5-10 percent annually so that effectively, we shall have reduced the crime incidents in our area by about 10 to 20 percent in two years. Our crimes against persons have gone up by about 6 percent but our crime against property has gone down by about 1.2 percent. Our non-index crimes has gone down minimally which brings to fore, that we should push our men in field harder to conduct more operations on violations of special laws,” Soriano explained.

The non-index crimes are special laws against illegal gambling, illegal logging, illegal fishing, IPR violations, crimes against public morals, and other less serious criminal offenses. While the index crimes are crimes against persons such as murder, homicide, physical injury, rape; and crimes against property such as robbery and theft.

Soriano also said that he wants to reduce the street crimes as well by increasing police visibility and by doing their detective work more efficiently.

Soriano also want to concentrate on campaign against illegal drugs though emphasizing that there should be no compromise on drugs and operations against illegal drugs must be done properly. He said on his speech that as former Director of Director of Investigation and Detective Management (DIDM) he is aware of some unscrupulous policemen have tainted the honor and integrity of those assigned with Anti-Illegal Drug Special Operations Task Force (AIDSOTF).

“Planting of evidence is punishable by life imprisonment. Extortion in any form is abhorred or despised by the organization as the wrath of the PNP Leadership will bear o you if found to be guilty as such. We will back you up on harassment against you as you pursue your job, but we will throw the books on you if you conduct operations in bad faith,” Soriano warned the NCRPO police present on his assumption of office.
He will also concentrate on the carnapping incident in most especially in Quezon City. He said that he will join personally on operations that the NCPO has to do.

Aside from focusing on how to decrease the crime rate in the entire Metro Manila, Soriano is also thinking the welfare of the policemen in NCRPO. He said that he will continue on giving housing, legal assistance, scholarship and livelihood program for NCPO policemen.

With all the plans that he laid down, Soriano said, that they still need the help of the community to work on maintaining peace and order, “We cannot do all our work with out the support from you (public).”

The salvage operation on the capsized MV Princess of the Stars has started last September 24, 2008.

According to Jordan Go, one of the Vice-President of Sulpicio Lines, Inc. During its first day of operation, the salvage operator Titan and Harborstar started to survey the vessel on where they can cut a hole on the vessel for their remote operated vehicle can get inside.

Then last September 25, the divers from salvage Harborstar started cutting a hole at the starboardside located at the right side of the vessel which is now under water.

“On their survey, they found out that the container which carries the endosulfan still intact,” Go said. He added that the hole is about 5x4 feet, creating an entrance and access at the cargo hold area.

However, at around, 1:00 pm of September 27, salvage operations was stopped because of the big waves at the area.

Philippine Coast Guard Oil Spill Response Team was deployed near the capsized MV Princess of the Stars to monitor possible oil spill during retrieval operations. Also, four PCG vessels were also deployed near the vessel to provide security to those who are doing salvage operations.

Go explained that their agreement with Titan and Harborstar for the salvage operation will last 30 good weather working days. If the operations will have to stopped due to bad weather, that is not counted.

He added that the team are also studying on when they can remove the endosulfan at the vessel that would not cause harm.

4 quakes felt in Mindoro

The Philippine Institute of Volcanology and Seismology (Philvolcs) has monitored an intensity of 5.3 magnitude of earthquake. Its epicentre was in the eastern part of Mindoro, in Mamburao particularly.

According to Vilma Hernandez of Philvolcs, the quake is tectonic and at offshore, “rocks under the sea colliding with each other.”

The first quake was felt at around 11:04 am, September 27, with 5.3 intensity and 81 km deep under the sea.

The next one was about 11:09 am, with 6.5 intensity, it was stronger than the first one with 107 km deep. During around this time, the quake was also felt in Manila, Makati and Quezon City with intensity 3.

Then at around 2:40 pm, an aftershock was felt in Calapan, Mindoro, with intensity 3, and with 92 km deep.

Then another quake was felt at around 2:56 pm also in Calapan with intensity 3 again also in Calapan, Mindoro.

No one were injured or died on the said quake. There were no reported damages also.

We have started with 2 batallion of SAF and continous of RMG, deploying those under field training. One of which wil be in tactical defense.

In Mindanao we are in close partnership with the AFP.

Police Deputy Director General Jesus Verzosa already assumes the office as the 15th Chief of the Philippine National Police at the turnover or Change of Command ceremony at the PNP Headquarters in Camp Crame, Quezon City.

He replaced Police Director General Avelino Razon who retires, September 27 at the age of 56, the mandatory age of retirement for policemen.

During the press conference, Verzosa said that there will be readjustment of deployment of policemen in Mindanao.

“There will be additional resources, additional assets and investigative personnel that will be in place there (Mindanao),” Verzosa told the reporters.

At present, there are already two battalions of Special Action Force (SAF) and Regional Mobile Group at the critical areas of Midanao.

The new Chief PNP also said that he will be creating interim organization, “Integrating the different regions in certain areas in Mindanao” that will be in close coordination with the Armed Forces of the Philippines.

As explained by Verzosa, the interim organization will coordinate with police mobile forces, movements and the conduct of operations in relation of law enforcement, pursuit and combat operations of that would lead to the arrest ofrebels Moro Islamic Liberation Front (MILF) commanders Ameril Umbra Kato, Abdurrahman Macapaar alias Commander Bravo, and Aleem Solaiman alias Commander Pangalian.

He said that the interim organization will also facilitate field training programs on tactical defense and offense to efficiently carry out police and military operations against Kato, Bravo, and Pangalian.

On her speech, President Gloria Macapagal-Arroyo said that the PNP is expected in making sure that Mindanao remains peaceful.

“It is in the interest of all not just to have peace in streets free from crime but also to end the violence that has held the southern part of our country,” the president said.

In addition, Verzosa said that he will go back with the supervision and inspection of their units and be able to make a leader in all level of commands. “We will develop leaders in all levels of command. We will see to it that the Regional Director, District Director, Provincial Director, Chief of Police, will be visiting their units, their offices and men in the field. I encourage visiting the men in the field and talk to them and probably talk to the populace to know what is happening at the different areas. This will be done nationwide. We will develop leaders in all our officers. Those who cannot cope with it, will be transfer to some administration offices.”

Among his plans is to continue on the project that he started with the Program Management Office which he heads, this is the model police station. With this there will be institution development by developing facilities and equipments of the police stations human resources in the police itself such as spiritual development, basic habits and traits and physical and mental development; then citizen empowerment to bring to the people to go to police stations exercise their rights, free to enter the police stations, must be allowed to say what they see.

The Bureau of Customs has confiscated, September 25 the shipment from Japan believeing that its contents were machines for making methamphetamine or commonly known as shabu.

The shipment arrived last September 16 it came from Nihon Kensho Co. Ltd from Osaka, Japan addressed to Nissan Seiko Corp.

Vernie Enciso, Special Assistant to the Commissioner of the Bureau of Customs (BOC) said that during the inspection they found out machines that are commonly used for making shabu.

“The PDEA (Philippine Drug Enforcement Agency) have lists on the machines that should be banned in our country. In their (Nissan Seiko) shipment like laboratory oven, test tubes, burners and other apparatuses that are really alike to what should be banned,” Encisio said.

He also said that they also found some Chinese medicines and these are already under investigation of PDEA to check if the medicines are chemicals for shabu.

He said that with the equipment seen at the container, it can make a mini shabu laboratory.

Enciso added that the container is under their custody and still waiting for the investigation of the PDEA and Customs police.

Meanwhile, the Nissan Seiko Corporation wants the BOC to publicly apologize on them for “damaging our name.”

The company also clarified that their supplier the Nihon Kensho Co., Ltd from Osaka, Japan, already admitted, “We are admitting that these are our shipment, however, when it was opened it appeared some goods which are not part of what has been declared. So initially, there are misdeclarations. That misdeclarions was corrected by the letter which was sent by the Japanese supplier, saying that there was an error on their part,” Yolly dela Cruz said, President of Nissan Seiko.

On her narration, dela Cruz said that the shipment arrived September 16, then it was opened on September 19 to checked the contents inside. It found out that there are undeclared items.

Jovy Odeshile, the licence customs broker of the Nissan Seiko informed the company that there are items that are not included on their list.

Dela Cruz informed their supplier about it, on their letter it said that “We found that the sugina and yomogi marinating powder is not included in the container, instead a bottle of tables are loaded.”

In their reply, Nihon Kensho admitted its mistake.

Odeshile even wrote to the Director of Enforcement Security Service of BOC, General Nicasio Radovan, informing him that the error was made by the supplier and not by the Nissan Seiko.

Then they scheduled for a 100% examination dated September 24, however, day after the BOC declared that the shipment is confiscated.

Nissan Seiko said that the BOC are not yet finish with the investigation but they are already announcing that their shipment is for illegal use. “That is a false accusation and we want them to apologize to us.”

They are also explaining that for 18 years that they are in business, this is the first time that they encounter such problem.

A Japanese national and two Filipino were arrested in different location in Davao City for victimizing a Filipina of swindling.

SPO2 Decebelindo Didal of Davao City Police Office Heinous crime division identified the suspects as Albert Yballer, 39 and Hector Ones, 42, both residents of barangay Poblacion, Davao City. They were arrested in San Pedro St. Barangay Poblacion. Arrested at around 12:00 noon of September 22.

The Japanese national was identified as Hirose Yoshiharu, 57, and a resident of Bacoor, Cavite. He was arrested in Davao International Airport bound for Manila at around 2:00 pm of September 22.

Didal said a certain Maria Teresa Salazar went to their station last September 20 to complain what happened and how her family was swindled by the said suspects.

Didal said that the three suspects are only communicating through phone on what they are going to do. “The Japanese suddenly show up as business partner.” Based on their investigation, Didal said that there is a big swindling group behind it.

Didal narrated that Yballer and Ones first pretended that they are selling house and lot to any buyer that will be interested. They happen to meet Salazar and offered her house and lot.

The negotiation started last August 20, 2008, trying to convince Salazar to buy a property also in Davao City. The said lot will only cost P1.5 million.

By first week of September, Salazar managed to pay Php200,000 in cash. Then in September 20 she gave some jewelries that will amount to Php500,000. This is also the date that she met Yoshiharu.

Salazar asked them to give her the land title and other documents with regards to the property she bought. But they said that she has to pay for the remaining balance yet. She said that she will pay as soon as she have money.

“Salazar told us that Yballer said to her that if possible she already pay the remaining balance because Yoshiharu will be leaving for Manila already on September 22. Because the three cannot present any documents Salazar started to speculate that there is something wrong on the transaction that she entered, she immediately reported to us,” Didal said.

The three will be filed with swindling or estafa case. Didal said that they are still investigating the incident because there are other complainants that starting to show up.

Milk made in China seems cannot be found now in stores in Divisoria where it was can be easily seen before.

Store owners at the area are also mum about it.

Police officers at the area said that the milk has been pulled-out already by the police operatives who went their last September 24. Though the police said that they are thinking that the milk might be hidden somewhere.

“They are now very careful on their milk products, even candies that has milk ingredients and made in China cannot be easily seen in the market,” PO1 Christian Casal of MPD Station 2 Precint 2 said.

If a customer will ask where he or she can buy the milk they will point the customer to Tabora market.

Once reaching Tabora Market, a buyer can see different products like clothes, souvenir items, different foods and others, but there were no sign of “China Milk”. They even preparing to sell Christmas decorations.

Casal said they believed that not all the milks were being pulled-out by the police. “Of course, they will keep some and will sell it on their reliable customers (suki). They already paid that from their suppliers, for sure they want their money back.”

He added that the vendors at the area can easily shift from one product to another “If they know that the products that they are selling are being in question, vendors sell other things.”

Even vendors at Tabora market saying that they “do not know where can buy the milk now” or “we do not know where it is now.” It seems that no one wants to talk about it as well.

A vendor at the Tabora market identified only as “Boy” who were selling different candies like chocolates which is believed to have milk ingredients said that the candies that they are selling are safe, “Those are only rumors, our candies are safe. The candies we are seeling here a re locally produced and we believed that the milk that were used here is safe.”

He also said that they are not affected with the issue regarding the milks.

Japanese did not pay hotel bills

A Japanese national is being sought after by the hotel management in Malate, Manila after not paying the bills for his stay at the hotel.

Kingo Iida, Director of Sales-Japanese Accounts of Pan Pacific Hotel told the Manila Shimbun that they do not have the intention to put on jail the Japanese national who did not pay his hotel bills. “We just wanted him to pay, that’s all,” he said.

The remaining balance of the Japanese national is more or less Php300,000.

According to the hotel management, the Japanese national checked-in on their hotel last July 31, 2008 and even inform the management thathe will stay for about one week. He even paid for the whole week upon checking-in.

After one week of staying, he informed the management that he will extend for another week and even paid the deposit required (the hotel management do not want to disclose the amount). Then he did it once again.

After staying for almost three weeks, he again asked for an extension but he did not pay the required deposit. The hotel management is asking him to pay but he said that he is waiting for the money that he should be receiving.

The rate of the room that he used is about Php9,000 (tax included).

Until came September 8, 2008, the Japanese national did not show-up on their hotel. The management thought that he will come back because he left some of his things at the hotel like clothes, business documents, identification cards and ATM card and also because he did not checked-out from the hotel.

Days after September 8, the Japanese national managed to text one of the front desk officer informing the front desk that he will still come back and pay for his bills. But this did not happen. He even texted the front desk officer about “twice or trice” but the hotel do not have the record of it.

On September 15, 2008, the Japanese not yet coming back to the hotel, the management decided to make a legal action for the Japanese to pay them already. The hotel management took out his belongings from the room were he stayed.

The hotel management already refers the incident to the Japanese Embassy and to the National Bureau of Investigation (NBI) here in the Philippines to help them locate the Japanese.

The NBI is asking the hotel management for supporting documents with regards to what happen and be able to make a request for a hold departure order so that the Japanese cannot leave the Philippines.

The hotel management ask the help of the Japanese embassy to locate his family members in Japan to inform them that their relative has to pay the said amount.

Asked if they believe that the Japanese still here in the country, Iida said they thinks so because from what they learned, this Japanese has a unit (house) somewhere in Makati City.

Thirteen miners in a gold field were reportedly trapped inside the field that they are working after a landslide occurred in the area, police said.

The incident occurred at around 7:30 pm of September 22, 2008 in Benguet Mines Corporation which is located in Barangay Poblacion, Itogon (town), Benguet.

Chief Inspector Richard Albon, Chief of Police of Itogon said that they are now having a hard time to rescue the people who were trapped inside because the portals were being blocked by thick mud and rocks.

“The rescue operatives are now analysing on how they can rescue the people that were trapped inside, it is very difficult for them because of the mud blocking all the possible entrance, of course we cannot risk the lives of our rescuer to add more problem on the situation,” Albon said in a phone interview.

He added that it is believed that the miners were trapped for about 1,000 feet or more, “They were already inside doing their work when the incident happened. Probably they did not expect the landslide.”

According to the reports received by Itogon Police Station, the miners entered the gold field at around 5:30 pm that is why it is believed that they are already far away when the incident happened.

Albon added that they are also confirming if there are only 13 miners that were trapped inside, “There are reports that there are other people working on other areas, so we are still checking if there are more victims that were trapped aside from the 13.”

Albon were only identified 11 miners out of 13, they are: Joel Bolga, Gilbert Matin, Rudy Bolling Jr, Marvin Hinayod, Vincent Hinayod, Robert Buay, Joseph Anayatan, Mario Anayatan, Jojo Hinayod, Juan Hinayod, and Vincent Hinayod.

Aldo also said that they are legally working as miners and part of Saranay Community Association, a group of Miners in Benguet.

Meanwhile, another landslide occurred also in Itogon which affected about 80-90 houses.

The landslide occurred in Barangay Loakan, Itogon, Benguet, September 22, at around 6:00 pm. No one hurt or injured on the incident but, all of the houses were destroyed.

The residents whose houses were affected are currently staying at barangay hall and in Loakan elementary school.

However, Aldo said that the place were the landslide occurred in Barangay Poblacion were 13 miners were trapped, is about 30 minutes away from barangay Loakan were 80-90 houses were affected.

Three were reportedly hurt after three trucks bumped into each other in North Luzon Expressway (NLEX) Tuesday night.

Incident occurred at around 10:00 pm of September 22 at kilometre 53, vicinity of Apalit, Pampanga.

According to Ariel Salita of Traffic Control of Manila North Tollway Corporation (MNTC) a 22-wheeler truck driving by Marcelino Hipolito, 53, which is unloaded bumped the two 14 wheeler trucks in front of him which is owned by San Miguel Corporation.

Salita said that the two trucks of San Miguel are loaded with their beer products and about to go to its plantation in Tarlac, Tarlac. The drivers of San Miguel track identified as Alfredo Manlong driving the truck with plate number LAK-291 and Lito Balmeo, driving the truck with plate number ULB-678.

Salita said, both trucks of San Miguel are at the emergency lane of the NLEX because they urinate at the area, then Balmeo decided to go ahead of Manlong, then proceeded to the first lane of NLEX.

Upon reaching the first lane and upon positioning his truck beside the other truck, Balmeo talked to Manlong through the window to inform the latter that he will go ahead. But before he can say anything, the 22 wheeler truck, driven by Hipolito, bumped Balmeo’s truck already. Balmeo’s truck bumped the side of Manlong’s truck.

The bumper of the 22 wheeler truck was totally wrecked. The backside of Balmeo’s truck was also wrecked and some of the beers that were loaded were spilled along the expressway.

According to Salita, Hipolito, did not apply breaks and did not notice the truck on the first lane.

Those who were injured were identified as Manlong, Hipolito and a certain Michael Quinetala, 24. Quinetala is accompanying Hipolito. Hipolito suffered severe injury, his left leg is belived to be amputated.

Manlong only suffered minor injury because it was his side that Balmeo’s hit.

A simultaneous robbery occurred in Agusan Del Norte, Tueday night, one in the quarters of the police station and the other one is at the monitoring station of the municipality for illegal logging.

The incident occurred in barangay Poblacion, Las Nieves, Agusan del Norte at around 7:00 pm.

As explained by Sr. Inspector Dexter Leonardo, Chief of Police of Las Nieves, the waiting area which they makeshift it to a quarters for their policemen is the one that was harassed and robbed by armed men.

The said quarters is about 400 meters away from the Las Nieves police station and no one noticed that there are people who entered their quarters and no one left at the quarters at that moment. Robbed from the quarters are two uniforms of their policemen and two pair of boots.

While the robbery inside the quarters is happening, another robbery is occurring at the monitoring station of Governor’s Special Action Checkpoint (GSAC). The monitoring station is located beside the Agusan River, it is in-charge of checking boats that are passing by at the area for illegal logging.

Inside GSAC, the armed men tied Vic Maisling, nephew of Larry Maisling, team leader of GSAC. Based on the statement of Vic, there are about 30 armed men plus three female who went at the area. About 15 armed men entered the monitoring station and tied him at the hands, and the rest went to the quarters of the policemen which is about 200 meters away from the monitoring station.

Leonardo said it seems that the armed men only went to the monitoring station to get the pump boat which is a 5 horse Power Honda engine pump boat. The suspects rode on the said pump boat along Agusan River for their escape. The incident only lasted for about 5 minutes.

Leonardo also cleared that there are no guns or service firearm that were taken away from them because there were no guns at their quarters.

The Department of Interior and Local Government (DILG) wants to assure the public that there is nothing to fear about the Executive Order 739 or Reorganizing the Peace and Order Council which was signed by President Gloria Macapagal-Arroyo last August 19, 2008.

DILG Secretary Ronaldo Puno clarify that there are no special powers vested for him as Secretary of DILG when the President issued the executive order.

“So the only thing that executive orders can do is to delegate authority that the president possesses to members of her cabinet. Now frankly, the executive order does not delegate any additional authority to the chair of the peace and order council. By the way the chair of the national peace and order council has always been the secretary of DILG from 1990 from the time of secretary (Aquilino) Pimentel now senator Pimentel, the chair of the national peace and order council the secretary of DILG. So the president has not vested any special authority on my office,” Puno said in a press conference at Camp Crame.

Puno said national councils will apply moral suasion to and or recommend sanctions against local chief executives who are giving materials and political support to the communist rebels.

“That is the authority of the peace and order councils, the DILG Secretary on his own can do such things without this executive order in the assistance of the control and supervision powers of the president. This executive order has nothing to do with misfeasance or malfeasance of local officials and certainly cooperating with insurgencies is contrary to law and any local official who is in collusion with anyone who is advocating the overthrow of the state.” Puno said.

He also noted that the executive order merely recognizes the peace and order councils and adds certain things such as monitoring the provisions of livelihood and infrastructure development programs.

He added that the main thrust of the EO 739 was to move the attention of peace and order councils away from normal peace and order problems which are already their responsibilities as local officials and turn it to things that are of common concern in the region. The chair for the regional peace and order councils will be the local officials themselves so that implementing the peace and order will become easily.

Puno also denied reports that this is another form of martial law.

A former barangay chairman in the province of Batangas was shot to death by still unidentified gunmen, Monday morning.

The incident occurred at around 6:30 am, September 22, while the victim, identified as Nicasio Bitang, 54, driving a mini-bus and about to bring students to their school. Bitang is a former barangay chairman of barangay Matipok, in Calaca (town), Batangas.

The bus was loaded with about 30 students all will have to go to school but no one were hurt from them.

After his post as barangay chairman, Bitang became a school bus driver of Agoncillo National High School, a public school, which is located in Barangay Dacanlao also in Calaca, Batangas. Bitang was killed in front of the said school.

According to Chief Inspector Jerson Bisayas, Chief of Police of Calaca, Bitang was driving the school bus with plate number TRU-184 when the incident happened. “He was about to enter the gate of the school, he was about 50 meters away from it when he was shot.”

Bisayas said that the gunman was already waiting for the victim, and was standing 20 meters away from the gate, then when the bus passed by, the gunman shot Bitang at the head then leave the area and went to a motorcycle that he is waiting for him with another companion.

He only sustained one gunshot wound on the left side of his head from a .45 caliber.

Bitang was immediately rushed at the Madonna General Hospital but died while undergoing medical operation.

The police said it seems the real target is Bitang because the suspect did not shot the students who were riding on the bus but they do not have the motive yet on the said killing.

After of how many days on wondering who will be the next Chief of the Philippine National Police (PNP) it is now finally announced that the next Chief will be Deputy General Director Jesus Verzosa, the Deputy Chief for Administration (DCA) of the PNP.

Outgoing PNP Chief Police Director General Avelino Razon said “The next Chief will definitely possess the necessary skills and qualifications to hold over the PNP” referring to Verzosa whom he also described as his worthy successor.

During the flag ceremony at Camp Crame, the final one that Razon attended, he said to the policemen “to give all the support and cooperation to help him move the PNP towards finally realizing our vision of a capable, effective and credible police force.”

On ambush interview, Razon said that he can only advise Verzosa to continue the transformation program that he started, and to remain focus on the job that at hand.

On another ambush interview, Verzosa said that he only learned about the official announcement that he will be the next Chief PNP, Monday morning from Department of Interior and Local Government Secretary (DILG) Ronaldo Puno.

“I am happy with my appointment, every officer has a dream of becoming one (Chief PNP)” Verzosa said.

Verzosa added that he will continue the legacy that Razon has started. Also he said that there will be “some movements” on the hierarchy at the PNP once he assumed his position because there will be some positions that will be vacated, but he did not want to elaborate on it.

Verzosa will assume the post as Chief PNP on Saturday, September 27, after the turnover ceremonies, the same date as Razon will retire.

Versoza is 54, and a graduate of Philippine Military Academy (PMA) Class 76 or the Magilas class.

Meanwhile, Razon already start to bid goodbye to his police troops, Monday. He told the police to always remember the words “Service, Honor, and Justice” and to keep clean the image of the PNP.

Two alleged fixers were arrested by the Philippine National Police Highway Patrol Group National Capital Region (HPG NCR) for illegally selling and distributing fake (Land Transportation Office) LTO license plate just outside the LTO office in East Avenue, Quezon City last September 18.

The suspects were identified as Gerardo Perez, 48, resident of Tandang Sora, Quezon City and Francisco Arapoc, 42, alleged LTO fixer, and resident of Bagong Silang, Quezon City was arrested at around 4:00 pm in an entrapment operation.

Sr. Supt. Dennis Siervo, HPG NCR Chief said that they put the area under surveillance for the past three weeks after receiving reports that there are people that are making fake LTO Plates and even documents.

On September 17, the HPG operatives approached a certain Gerry who happens to be Gerardo Perez and asked how to apply for a license plate that can be used by a taxi. Gerry simply told them that all they have to do is to order from hum and they can provide them plates for their vehicles.

The operatives ordered one for hire, one No. 8 protocol plate and one Diplomatic plate which all cost Php9,000 or Php3,000 each.

Then on September 18, Gerry called them to pick-up their ordered plates.

The operatives of HPG went on their meeting place at in East Avenue, just outside the LTO office. Gerry meet them with Arapoc to give them the ordered plates.

The suspects gave them one for hire plate with number PXH-310, No. 8 protocol plate and Diplomatic plate number 75460. The operatives paid for their remaining balance Php2,000 as marked money. After receiving the payment the two were arrested by the police.

The two claimed that they got the fake plates somewhere in Jose Abad Santos, Tondo, Manila. The Operatives are now searching the area where these two possibly get the fake plates.

Servio has appealed to the public that if they will purchase plates for their vehicles, just go to the authorized one, inside the LTO office.

The two are now facing illegal distribution of fake plate and falsification of public documents.

An active member of Philippine Air Force (PAF) was found dead along the hallway of their quarters in Villamor Air Base, Pasay City.

He was identified as Colonel Miguel Gialogo, 54, was found lying, lifeless on the hallway in front of his unit at the second floor of the Married Officers Quarters (MOQ) in Villamor Air Base. Gialogo body was found by a certain Marietta Munoz who is also living at the same floor of the said quarters at around 9:30 am.

Gialogo was the Commander of Air Force Research Development Center.

PAF Spokesman Major Gerardo Zamudio said they learned that this morning, at 6:00 am, Gialogo even took the physical fitness test together with other senior officers at Protacio Park also inside Villamor Air Base.

The said physical fitness test is intended for prospective Brigadier Generals. The said physical fitness test finished in time at 7:00 am then all of them went back on their respective units.

The Pasay Police is now conducting investigation on the real cause of the death of Gialogo, if there is foul play or if he suffered from heart attack.

Goliago was with the Philippine Air Force since 1976. His body now lies at Rizal Funeral Parlor also in Pasay City.

Patrolling police in a town in North Cotabato saw an unattended sack which they found out to have improvised explosive device (IED) inside of it at the gate of a public school.

The IED was found at the front gate of Northwest Elementary School in Barangay Poblacion, Carmen, North Cotabato at around 11:00 pm of September 18.

Sr. Insp. Mariluna Ortega, Chief of Police of Carmen Police Station said that she is thankful that the IED was found immediately and did not explode in daytime because there were classes during that time and it will have severe damage on the schools and students might hurt.

Ortega said that they still do not have suspects on who put the IED on the place because no one saw it also they do not have the motive yet.

“Though I know that because of the current situation here in Cotabato, I know that we are not spare from bomb scare,” Ortega added.

Ortega said patrolling policemen saw the suspicious looking sack outside the school, “since it is unattended, they opened the sack and found out the IED,” said Ortega.

The IED was composed of ammonium nitrate with fuel oil as explosive device, 9 voltage battery as power source, wires, clothes pin as switch and bulb as initiator, it was placed in a container also with screws as its fragments.

The Explosives Ordnance Division already detonated the IED after they discovered it.

Story: Four reportedly injured in fire incident in Pasay

A fire occurred in hardware in Pasay City, which resulted to the injury of four individuals and affects 20 more houses.

The fire started at around 12:26 am and was declared fire out at around 5:40 am, September 18. The fire alarms reached Task Force Bravo.

SFO1 Rex Caro, arson investigator said that the fire started at the hardware named Villaflores Warehouse and Electrical Supply in Aurora St. Barangay 121, Zone 12, Pasay City.

The origin of fire is at the second floor wherethe hardware is located, but the cause of the fire still undetermined.

The fire at the hardware easily spread on the nearby houses because most of the houses were made of light materials. About 10 houses were affected.

Estimated damages of the fire is about Php5 million.

Four individuals were reportedly suffered from minor injuries. They were identified as Anita Gallos, 45 and her husband Miguelito Gallos, 52, hardware owner Generoso Villaflores, 40, whose house is at the second floor of the hardware and firefighter SFO3 Cesar Domingo.

The Bureau of Fire in Pasay still conducting investigation on the fire incident.

Three suspected robbers had an encounter with the intelligence police in Iloilo City last Wednesday night after the suspects fired their gun against the policemen.

The incident occurred at around 11:00 pm near Shell gasoline station located at Jalandoni corner Delgado streets, Barangay Delgado-Jalandoni-Bagumbayan, Iloilo city.

Supt. Ranulfo Demiar, spokesperson of Police Regional Office in Region 6, “Supt. Samuel Nacion, Chief of Regional Intelligence Office (Region 6), was about to gas up in the station when they were fired upon by the suspects.”

The suspects were identified as Samuel Cioco, Gerald Emaas both native of barangay Balod, Aroroy, Masbate and Hino Balacutan resident of Cagay, Roxas City.

Nacion was with his two other policemen conducting patrol at the area when the suddenly the suspects fired gun at the policemen. Demiar did not identify because they were belong to the intelligence group.

The policemen were wearing civilian clothes. They identified themselves as policemen, but the suspects continued to fire at them, the policemen retaliate; no one was hurt on the policemen.

Recovered from the suspects were one 38 caliber, one 38 caliber and one M-26 and 1 fragmentation grenade and assorted live ammunitions.

Demiar said they believed that the suspects are holduppers because each one of the suspects has firearms.

A Japanese national was arrested at Ninoy Aquino International Airport (NAIA), Wednesday noontime, for transporting live ammunitions and suspected methamphetamine hydrochloride commonly known as shabu.

The Japanese was identified as Reisuke Hayashi, 42, bound for Narita, Chiba, Japan. He came in the Philippines as tourist only last September 12.

Chief Supt. Atalino Morada of PNP Aviation security group said Hayashi was arrested at the airport’s security checkpoint 1 after his bag was scanned in the x-ray machine and saw the bullets their.

“After seeing it, our security asked him to open his luggage then they saw the 13 from bullets calibre .25 inserted in an ashtray,” Morada explained.

He added that at the bottom of the ashtray, the suspect intended to put holes around it where the bullets has been placed, then at the middle of it there is another hole where the 9 sachets of suspected shabu.

The warrant of arrest against the rogue members of Moro Islamic Liberation Front (MILF) in Saranggani was already released by the local court there.

Saranggani Provincial Director Sr. Supt. Danilo Peralta confirmed the report and said that it was Judge Jaime Infante of Alabel (town) Regional Trial Court 11 Branch 38 who released the orders on about 40 MILF members.

Peralta said the Court ordered the arrest of Alu Binago alias commander Binago, of MILF 105th Base Command; Jayon Saligan alias commander Aguilar, at Manawi Ibrahim alias commander Lawin, both from MILF 107th Base Command, for the cases of murder, frustrated murder, arson, at robbery.

"We received information that Binago and three others from the 105th Base Command landed in Maasim on August 16 and coerced Commander Aguilar to attack Maasim (town in Saranggani) even if there is an ongoing peace agreement then," Peralta said.

They attacked on August 18, and on that incident, they burned a commercial center, overrun on the municipal hall and one police station.

The police said that they believe that the MILF will still attacked the area especially now after the court released its order for their arrest.

A shabu warehouse was raided by the operatives of Philippine Drug Enforcement Agency (PDEA) Wednesday morning, but no suspects were arrested.

The raid happened at around 8:30 am of Sept. 17, at Room 1 ng Kimberly Apartment sa Provincial Subdivision, Purok 4, sa Brgy. Nursery, Masbate City by elements of PDEA and Masbate City Police.

According to the report of PDEA Region 5 Director Major Joven Parcon, the owner of the house whom they do not want to identify is the one who asked the PDEA to check the place because the owner is already receiving reports that the house has been converted to a shabu warehouse.

Parcon said that the owner identified Jimmy Villegas as the one who is renting the house, and they learned that Villegas also allowed five Taiwanese to also live their.

The authorities were able to recover equipments that can be used in making shabu or metampethamine hydrochloride that will worth Ph 5 million pesos. The police and PDEA elements did not recover any finished product of the said illegal drugs.

They are now in search for Villegas, the one who rented the place and for the five Taiwanese who lived with him.

President Gloria Macapagal-Aroyo is very confident that the Philippines can pass trough with its own economy even if there is a global economic crisis.

“Our team is doing their best on all fronts to manage inflationary pressures, provide the safety nets to those members of our society who are hit hardest by these global developments and deliver the growth that will continue to generate jobs and the tough revenues that we need to fuel our investments in the future,” Arroyo said in her speech in the Philippine Mid-Year Economic briefing held at Makati Shang-rila, Wednesday.

She even emphasize that the economic problem is not only in the Philippines but in other countries as well.

“While the recent economic picture has been challenging, there is also no doubt that thankfully we had the foresight to plan for this day through tough choices to reform our tax system,” the president said.

She added that with the reformed tax system, it gives funds for the projects she has for the poor. According to her, examples of key projects and programs that are in place to alleviate the pain include removing tariffs on petroleum products; providing targeted direct payments for the most poor linked to school attendance and good health practices; food-for-school given to school children in the most food poor communities; to help pay electric bill of indigents; interest-free college loans and scholarships; fuel discounts for public utility vehicles; to convert the engines of jeepneys and trucks to the less costly LPG, CNG or biofuels; microfinancing for the wives and immediate family members and conductors of public utility vehicles; supplemental calamity budget; and income tax exemption from those earning P200,000 a year or below.

The president is also hoping that the country will survive despite of the worst global economic storm.

Meanwhile, Department of Finance Secretary Margarito Teves, announced during the economic forum that the government has posted in a surplus of P1.7 Billion August, amid accelerated public sectors spending. The total revenues amounted to P118.9 Billion with the Bureau of Internal Revenue (BIR) collections for about P78.9 Billion and Bureau of Customs (BoC) collections for about P25.4 Billion.

“For the period of January to August total revenue reached P790.3 Billion which is 8% higher from last year (2007),” Teves said.

Teves even added, “The tax rate by the BIR increased by 12% to P532.1 Billion from a year ago. For BOC armed with hi tech scanner is reporting 25% improvement in their collections which is equals to P167.5 Billion.”

Bagko Sentral ng Pilipinas Governor Amando Tetangco said that they in financial sector will remain committed in key reforms to greater efficiency, greater risk management, broader cap base, and to improve its standards.

Department of Trade and Industry Secretary Peter Favila said that they will encourage more investors to invest in the Philippines, he believed that the Philippines is not that very much affected with the global crisis. “It is an opportunity for us to ensure investors that our country is safe for investments, Favila said.

An Abu Sayyaf member involved in ambush and beheading of marines last July 2007 was arrested in Zamboanga City last September 13, 2008, Saturday.

The suspect was identified as Abdulkab Balahim, alias Abas, 30, a native of Basilan was arrested at Masuhod Drive, Talon-Talon, Zamboanga City after disembarking from a pumpboat at arpund 11:00 am plying the Basilan to Zamboanga route.

Sr. Supt. Leonardo Espina, Chief of Police Anti-Crime and Emergency Response (PACER) said that during the tactical interrogation, Balahim admitted his participation in the ambush and beheading of the marines elements in Al-Barka, Basilan who were then in search for abducted Italian priest Fr. Giancarlo Bossi.

Fr. Bossi was abducted last June 10, 2007 Bossi was then approaching Barangay Bulawan, Zamboanga Sibugay onboard a motorcycle and was released July 9, 2007

Balahim was arrested by the combined operatives of PACER, Intelligence and Security Group of the Philippine Army and the 9th Regional Mobile group.

Balahim is facing nine counts of murder, and four counts of frustrated murder. He was arrested on the orders of Hon. Leo Jay Principe, presiding judge of the Regional Trial Court 1 of Isabela City in Basilan.

Espina added that Balahim is one of the 128 in the arrest warrant issued by the Basilan court in relation to the Marines beheading incident.

Espina also said that they keep on monitoring Balahim movements prior to his arrest, and found out that Balahim is traveling in Malaysia from time to time via the country's southern backdoor using a Philippine passport under the name of Abas Haslin Awalun, and several identification documents under the name of Mawan B. Awalun. Balahim's passport indicates that the travel document was issued by the consular office in Kuala Lumpur.

But Espina said, on the visit of Balahim in Malaysia they did not monitor any meetings conducted with any members of Jemaah Islamiya. “Nothing special on his visit there,” Espina said.

The Department of Interior of Local Government (DILG) and Department of National Defense (DND) have offered reward of Php500,000 for any information that would lead to the arrest of Balahim. Espina said a group of informants will receive the reward.

This is not the first time that the PACER able to arrest one of the suspects in the beheading of Marines, only last January 19, 2008, Aramil Sulayman, 29, was arrested by police intelligence operatives and military security forces at noontime Saturday in Datu Odin Sinsuat, Shariff Kabunsuan.

Balahim was not presented to the media as what the PNP always do whenever they arrested any suspects for any crime because of the call of the Commission on Human Rights (CHR) on not to present any suspect because this is a violation of human rights and are still innocent until they are proven guilty.

A municipal hall in one of the towns in Pangasinan was gutted by fire for almost 5 hour, early in the morning of September 15, Monday.

The fire started at around 1:40 am at the session hall which is located at the second floor of the Calasiao Municipal Hall. The municipal hall is located at Barangay Poblacion West, Calasiao, Pangasinan.

They were only able to fire it out around 5:20 pm. According to SFO1 Conrado Roy, firemen from nearby municipalities already responded to help them in putting out the fire.

But, the fire were not be able to contained easily because the fire easily spread and hall was only made from very old wood.

Roy said estimated damages was about Php100 million.

No one was reported casualty on the incident, but fire fighter SFO3 Jose Carinio sustained minor bruises and suffer from suffocation because of the thick smoke. Carinio was brought to Villaflor Hospital also in Calasiao and already in stable condition.

Roy said that they are still investigating the mater but for now they are only looking for faulty electrical wiring as the cause of the fire because the building is made from old wood and fire can easily spread on that kind of wood. But the fire authority said that they will also consider other angle.

A Japanese woman national was arrested for bringing shabu while passing through the Final Security Checkpoint 2 at the Ninoy Aquino International Airport (NAIA).

The suspect was identified as Hitomi Hasegawa, 50, female, unemployed and a resident of Kumano-Sho, Aki-Gun, Japan. Hasegawa is bound for Fukuoka, when she was arrested, flight number PR-426.

Aquilino Morada, Chief of Aviation Security Group, Hasegawa was arrested after she was manually search (body search) by the security officers doing the search at Final Security Checkpoint 2 at around 12:40 pm of September 14. Hasegawa was able to pass through the first checkpoint because body search is not required there.

The security found the shabu, in a plastic with packaging tape, and it is being tape on his lower abdomen skin. The shabu weigh 473.8 grams or almost ½ kilo.

PDEA Director General Dionisio Santiago said the estimate amount of the shabu will be about Php4 million pesos. He added that Hasegawa is their first female Japanese suspect in possessing illegal drugs.

Morada said, “We think that she is also checking if she can go out of the country possessing illegal drugs being taped on her body. Maybe she thought that the security will not be curious about it, but our security is very strict in implementing checkpoints.”

Morada added, “Maybe the suspect is practicing on how she can go in and out of our country because her passport was issued to her last August 8, 2008 and she already travelled twice in our country.”

Based on her flight record, Hasegawa first came in the Philippines last August 12, then back to Japan in August 28. Then she arrived again in September 11 then about to leave the Philippines last September 14, the date that she was arrested.

The Aviation Security group, turned over Hasegawa to the PDEA September 15, 10:00 am, she is now under the custody of PDEA. Santiago said they are having difficulty on talking to Hasegawa because Hasegawa claims she cannot understand English, though the PDEA already now has interpreter.

Santiago added that Hasegawa resulted negative to drug test they conducted. They are now looking at the angle that the suspect might be a courier of shabu of a drug syndicate in Japan.

The Philippine National Police Chief feels vindicated after the Court of Appeals (CA) junk the petition for the writ of amparo filed by the brother of the ZTE star witness for him.

The brother of ZTE star witness Rodolfo “Jun” Lozada, Arturo Lozada was the one who filed the petition for the writ of amparo after Jun said that somebody else picked him up against his free will at the airport last February 5, 2008.

Outgoing PNP Director General Avelino Razon said that he feels “vindicated” after the Court said, “We are not convinced that Rodolfo’s right to life, liberty and security was violated and that his right to right, liberty and security was threatened or continued to be threatened with violation by alleged unlawful acts of the respondents.”

“I really feel vindicated. Very much. It was clearly shown by the CA decision that there were no threats or whatsoever on the life of Jun Lozada. Nor was there any case of kidnapping or frustrated murder, even the CA said there was no showing that there was kidnapping,” Razon said.

Razon insists that there are so many inconsistencies with the statements of Lozada, “He is not a credible person in the first place, he said he wanted protection for him not to be able to go to the Senate for the ZTE investigation, but he went to the Senate and attended the hearing. They also said that he was kidnapped, and yet we handed him over to the La Salle brothers. His family kept on insisting that he was missing, but upon landing at the airport ay he was able to call his wife,” Razon lamented.

With the decision of the CA, Razon said that the image of the PNP has been raise again, “We were able to raise our image that has been tarnished.”

Even if the CA ruling favors the PNP, Razon said that they do not have any plans to file charges against Lozada for demoralizing the image of the PNP. He said, the vindication is already enough to show to the people that they are true to their mission in serving and protecting the people. He also consider as time consuming effort if they will file case against Lozada.

Razon added that the ruling of the CA on the petition of Lozada is a sweet ending career for him as he was about to retire on September 27. “Definitely a sweet ending for my career, it comes at a time when were about to close our career and this vindication comes well with it,” he said.

The police authorities in North Cotabato had filed 23 additional cases against Moro Islamic Liberation Front (MILF) 105th base Commander Ameril Umbra Kato.

This was confirmed by Insp. Orlando Panzo, Chief of Police of Aleosan. The cases that were filed are robbery in band, murder, murder, malicious mischief and arson.

“Many victims are still coming up and express their intention to file a case against Kato and his followers because of what they did to them,” Panzo said.

The cases were filed in North Cotabato Provincial Prosecutors Office in Kidapawan. It can be recalled that only last September 3, 2008 a total of 110 cases were already filed against Kato.

Meanwhile, Panzo said that they receiving information that the MILF will attack again at North Cotabato after the season of Ramadan which is also known as Hari Raya Puasa. The end of Ramadan might end on September 29.

Panzo said, only last Thursday, while patrolling, policemen saw some 200 rebels but there was no encounter happened.

“They can attack us anytime, that is why we are preparing,” Panzo said. Also, he said that there are about 500 policemen and military that is now securing the province of Aleosan.

A couple together with their child and their niece was massacred early morning inside their house in Bulacan.

The victims were identified as Teofilo Mojica, 60, his wife Florita Mojica, 52, their 19-year-old daughter Mary Grace, and their niece Nina Sangangbayan, 24, living with the Mojica’s. Teofilo worked as a member of the board of director of an employee association of the Department of Agriculture. Their niece is also an employee of Department of Agriculture.

Their house which is bungalow-type of house is located in Block 3, Lot 5, Phase 5, Pleasant Hills Subdivision in Barangay Manuel, San Jose Del Monte City, Bulacan.

The victims suffered gunshot wounds on their bodies. The bodies of the couple, Teofilo and Florita were seen by the police inside the kitchen of the house, while the bodies of Mary Grace and Nina were seen on their room. The two were sleeping in the same room which is adjacent to the kitchen.

Supt. Danilo Folorintino, Chief of Police of San Jose Del Monte City in Bulacan said that according to the neighbours they heard somebody went to the Mojica’s house at around 3:00. The neighbours presumed that the couple has visitors.

At around 3:30 am, a neighbour heard a bang but was not sure if it was a gun shot.

Florintino added that there are no force entry in the house, “It seems that the victims know the suspects.”

The attackers could be more than two persons. We have asked members of SOCO (Scene of the Crime Operatives) to determine the wounds of the victims. We cannot tell yet because they are full of blood when we saw the bodies,” Folrintino said. The gun that was used by the suspects to kill the victims were from calibre .45

He added that the neighbours are the one who reported the incident to the police, at around 6:00 am when they noticed that no one from the family members are going out of the house. “They used to see Mary Grace every morning leaving the house because she will about to go to school,” Florintino said.

Florintino added that the key at the gate which is located at the side of the house still intact because the locked-door cannot be open without using its key. Making the police think that the victims opened the door for those who came. “From the main gate, the suspects went through the side of the house where there is another gate before the door that will lead to their receiving area,” Florentino explained.

As of the moment, the police still have no suspects and motive for the incident and still conducting investigation on the incident.

Two people got killed in a road mishap in Nueva Ecija, one of them is a minor who was also driving their scooter.

The victims were identified as Allan, Makaso, 17, driver of the scooter, and Jennylyn Doloso, 22 passenger of the scooter.

The accident occurred at around 2:00 am of September 11, 2008 along Maharlika Highway in barangay Abar Dos, San Jose City in Nueva Ecija when a Florida Bus bound to Manila came al the way from Isabela, Ilocos Sur, accidentally drag the scooter about 15 to 20 meters.

SPO2 Mario Pastor, investigator in San Jose City Police Station explained that the scooter came from side street, the bus driver identified as Ernesto Sili, 49, tried to swerve to the left side but lost control, instead the bus dragged the scooter together with its passengers.

There were about 40 passengers in Florida Bus but only 9 suffered minor injuries.

Sili is now under the custody of san Jose Police Stations and is now facing charges of reckless imprudence resulting to double homicide, with physical injuries and damage to property.

A remittance center in Laguna was robbed, Wednesday afternoon at around lunch time by two armed men and a woman who all pretended to be clients.

The incident occurred at around 12:10 pm of September 10, 2008 in Western Union Balibago Branch in barangay Balibago, Sta. Rosa, Laguna. According to SPO1 Victoriano Peria, officer on case, the security guard on duty identified as Henry Cabusas, was inside the stockroom of their office and having his lunch there when the incident happened.

The stock room located about two meters away from the cashier’s table booth, the guard left the teller, Sarah Danila at the cashier because his lunch break is from 12:00 noon to 1:00 pm.

Danila told the police that she opened the door because the three were seems to be descent people. The woman even fill-up their remittance form.

When Danila went back to her booth, the two male suspects declared hold-up at gunpoint prompted for Danila to give the money. The suspects took away Php92,000 and U$1,100 in cash. After they got the money, the three went outside the bank, the two male suspects rode in their motorcycle while the woman just walked as if nothing happens inside the bank.

The incident only last for about 5-10 minutes.

When the incident is happening, the guard is still inside the stockroom, having his lunch and said that he did not hear any commotions at the cashier’s area because at the reception area for the Western Union clients has a television and it was on during that time and that is the only sound that the guard is hearing.

Peria said they are looking if the incident is an inside job, or if the robbers already studied the routine of the guard and noticed that he is leaving his place every lunch time then the suspects planned the robbery.

Asked if the robbery or theft is rampant on their area, Peria said that it is only now that they are experiencing series of incidents like this.

It can be recalled that last September 6, Saturday, four men break-in inside the Country Rural Bank in Sta. Rosa, Laguna at around 2:00 am where one of the suspects was arrested.

Story: Councilor killed in Bulacan, motive might be related to politics says police

A municipal councilor in the town of Bulacan was gunned down Tuesday midnight, motive of the incident still unknown though the investigators is leaning their investigation towards political angle.

The victim was identified as Fidel Nacion, Jr., 38 years old, elected as councilor of San Rafael, Bulacan last 2007 elections.

Nacion was killed September 9, 11:30 pm, while he was inside his CRV vehicle (ZDT-766) that was being parked along Cagayan Valley Road in Barangay Tibag, Baliuag, Bulacan. He sustained gun shot wounds all in his head. He died immediately. He was the one driving the said vehicle.

Inspector Arnulfo Tangol, officer in case from Baliuag, Bulacan Police Station said, they recovered 8 empty shells of M-16 at the crime scene.

Before the incident, Nacion had a bowling game with his co-councilors in BRC Baliwag located in Barangay Poblacion, Baliauag, Bulacan from 7:00 pm to 10:00 pm. After the game Nacion went to Chorus Beer House also in Barangay Poblacion to meet his brother Jun and had a drinking spree. He left at around 11:00 pm to go home already.

He was with his long time assistant identified as Oscar Isidro, 56, but left unhurt.

While on their way home, he decided to drop by in a store which sells Tapsilog, a Filipino food. While they were on Cagayan Valley Road, he asked his assistant to buy Tapsilog for him, after three minutes, Isidro heard gunshot when he checked Nacion, he is dead already.

Tangol said, the suspects were two armed men riding in a motorcycle just passed by the vehicle and shot the councillor. The bullets entered from the front-side passenger’s seat of the vehicle and hit directly the councillor. The suspects fled immediately.

Tangol said that the Tapsilogan is about 300 meters away from the Chorus Beer House where he came from.

Police said that they are eying politics as the motive behind the killing of Nacion because he is a hard critic of San Rafael Mayor Ricardo Silverio. Tangol said, Nacion was a former employee in the municipal office of San Rafael but replaced in 2004 when Silverio won as Mayor, then in 2007 Nacion decided to run as Councilor.

The Philippine National Police (PNP) will build a one-stop shop mall along EDSA that will cater for the services that the public needs.

PNP Chief Avelino Razon said that once the building is built the people will have to go to that building if they need to get their police clearance, gun licenses and permits, motor vehicle clearance, security guard licenses, benefit claims for retirees, recruitment processing, and complaints referral.

The one-stop shop dubbed as PNP Service Plaza will be 8-storey building and will be built along EDSA and will have access to Santolan Station of MRT.

During the ground breaking ceremony, Wednesday morning, at Camp Crame, Secretary of Department of Local and Interior Government (DILG) said that they expect that the building will be finished before 2010.

“Our target date is within 24 months and this building will be open to the public,” Puno said.

Meanwhile, Razon said that with this building public will not have to go to different buildings inside Camp Crame just to get what their needs. At present, individuals transacting business with the PNP had to go directly to different offices which are situated in separate locations inside Camp Crame such the Firearms and Explosives Division (FED), Motor Vehicle Clearance Unit (MVCU), Security Agencies and Guards Supervision Division (SAGSD), Benefits and Pension Administration Division (BPAD), Directorate for Intelligence (DI), Directorate for Personnel and Records Management (DPRM), and the Complaints Referral and Action Center (CRAC).

Puno said with the building of tis structure, the government will not spend single centavo. “The project will be done at no cost to the government because it is the PNP Foundation incorporated will be self-liquidating for this,” he said.

The estimated budget for the cost of the said building according to Razon is about Php8-million.

"This building is a symbol of the new spirit of public service," Puno described the PNP Service Plaza. For Razon, this is his legacy that will be left behind when he retire on September 27.

“I hope we can do this as fitting legacy for the ‘Mamang Pulis’ program that we have initiated and this is really bringing the police closer to the public. This will also highlight the continuity of our project in PNP as u know in a few more days I will be retiring. This building will be constructed during the time of the new PNP chief, that is what we called continuity and sustainability of our project,” Razon said.

A businessman was reportedly abducted in a town from Shariff Kabunsuan last Monday, September 8, 2008.

The victim was identified as Jesus Federico Martinez also known as Bonnie and owner of a beach resort in Barangay Kusiong in Datu Odin Sinusuat town of Shariff Kabunsuan.

Martinez was abducted at around 1:00 pm, September 8 in Barangay Mompong also in Datu Odin Sinuat in Shariff Kabunsuan by five armed men riding a Toyota Corona car. Martinez was riding on his motorcycle when he was abducted.

Shariff Kabunsuan Provincial Director Supt. Esmael Pua Ali, the place of incident is near Barangay Kusiong where the victim has their beach resort and coconut plantation. The said victim was about to go to the resort.

“According to some witnesses, the van came from the back of Martinez, it seems that the vehicle followed the victim, we still do not know how he was followed, but they blocked the path of Martinez, five men alighted from the van then forcibly asked him to ride at their car,” Pua Ali said.

The police have no suspects yet on who is the responsible on the abduction but they are thinking that the motive is personal because of the family businesses. Pua Ali said that there are reports that their is a family feud in the Martinez clan because of their beach resort and coconut plantation, there are other family members who wants to have bigger share on it.

But he also said, “We are also looking at the possibility that this could be a fund-raising activity for lawless elements being pursued by government troops in other parts of Mindanao.”

“The family is not giving enough information to us. But we learned that the abductors already asking for Php10 million ransom demand without any deadlines and we do not know if the family is raising funds for this,” Pua Ali said.

A brother of a congressman and two other individuals were arrested by authorities for their involvement in illegal drug activities in the province of Quezon.

The suspects were identified as Cirilio Alcala, 51, his live-in partner Gina Balakas, 34 and Shajid Cirilio, 27. Shajid is the son of Cirilio from previous marriage. Cirilio was identified as the brother of Congressman Proceso Alcala, Representative of the 2nd District of Quezon.

The authorities has search warrant with them which was released last September 2 by Reynaldo Ros, Executive Judge of Manila Regional Trial Court Branch 33. The operation was conducted by Philippine Drug Enforcement Agency (PDEA), Lucena City Police and Regional Mobile Group 4A.

The suspects were arrested inside their house in Barangay Cotta, Lucena City at around 4:30 am.

According to Derick Carreon, Spokesperson of PDEA, the search stemmed from the complaints that they are receiving from Quezon Province. “We are already receiving reports two months ago but we do not have sufficient information then until one informant told us it is really true then we applied for search warrant.”

Carreon added that father and son Alcala and Balakas were already considered as drug syndicate group, “They are considered as drug group because one entity working in consonance in one person or more makes them syndicate already.”

He added, “The neighbours are also complaining because they are already becoming aware of the illegal work of the Alcala’s.”

Operatives recovered total of 30 grams of crystallized shabu placed in different plastic sachet in different grams; some drug paraphernalia; a caliber 9mm pistol with two magazines; cash about Php 40,000 and U$ 34 (in U$1 each) and also a notebook containing list of names that will purchase shabu from them.

The suspects are now facing charges for violating Section 11 of Article II of RA 9165 (possession of illegal drugs) and illegal possession of fire arms. They are now at the custody of PDEA in Region 4A.

A mother has killed her three children then later commits suicide because of their poor status in life, police said.

The incident occurred inside the house of Ponce family at Barangay Saladsad, Magdalena town in Laguna at around 1:00 am of September 9, but the incident only reported to the police at 3:15 am of the same date.

Sr. Inspector Raul Sandoval, Chief of Police of Magdalena Police Station identified the victims as Marjorie Ponce, 4 (girl), Margareth Ponce, 3 (girl), and MJ Ponce, (boy). Their mother who also commits suicide was Janet Ponce, 32, jobless.

Sandoval said that the mother poisoned her children by forcing them to take one tablespoon of muriatic acid or a toilet bowl cleaner for each of her children who were sleeping at that moment.

“It was Gina, the sister of Janet who reported the incident to us, according to her, at around 1:15 am she heard her sister crying, but she did not bother because she is aware of the financial problem of her sister because she is also experiencing it,” Sandoval said in a phone interview.

Gina also told to the police that her sister was drunk also before doing the incident that is why she really know that her sister still thinking of their finances.

The husband of Janet was in Manila and working as construction worker, his income is not enough to sustain the needs of their family.

He described that Gina and Janet is living in one house but divided it into two with the use of plywood as their divider.

“We recover the bottle of the muriatic acid which is about 500 ml. The content is already small in amount because they also usually use this to clean their bathroom,” Sandoval added.

The police also recovered small suicide note of Janet, it states their that she is already tired of her life, she even asked her sister to take good care of her children.

Gina learned of the incident at around 3:00 am when she finally went to the room of Janet and her children. “Gina noticed something different from her sister and noticed that the children are stiff already,” Sandoval said. Gina went to the room to ask Janet what food they will cook for breakfast.

The children and Janet were rushed to Laguna Provincial Hospital but the three were declared dead on arrival, then Janet died at around 4:00 am.

Four men break into a rural bank in Sta. Rosa, Laguna last Saturday at around 2:00 am, one of the suspects was arrested.

Sta. Rosa Chief of Police Supt. Rodney Ramirez said their police received information from Taguig Police Tactical Operations Center to check the Country Rural Bank branch in Sta. Rosa, Laguna because their alarm system in Taguig is making a warning.

The Country Rural Bank in Laguna is located along the national highway in Barangay Dila, Sta. Rosa, Laguna.

Ramirez explained that the alarm system of Country Rural Bank is centralized on their branch in Signal Village, Taguig City. The guard on duty in Taguig, called the attention of the police and the Taguig police immediately informed the Laguna Police.

He added that the suspects used vault cutter in order to enter at the main door of the said bank. “They used the vault cutter to destroy the padlock outside that is why they managed to get through. Then inside they got the money from the vault.”

Sta. Rosa Police is still undetermined how much money did the suspects loot from the bank, “Even the bank do not want to disclose the total amount of money in their vault that the suspects might have steal from them,” Ramirez said.

But Ramirez said they were able to recover about Php350,000 which was inside a plastic bag from the suspect that they arrested. The suspect was identified as Richard Buhay, 29, and residing at Novaliches, Quezon City.

When the police responded at the bank, they caught-up Buhay who apparently went back to the bank because he left his slippers inside. “According to him, they are doing their work very fast so that they can escape immediately, but when they ran away from the bank he noticed that the right pair of his slippers was missing, so he went back and he was arrested,” Ramirez said.

Ramirez said that the suspects are not that professional after leaving the things that they used that might be used as evidences against them. Recovered from the crime scene were; two (2) steel saws; two screw drivers; one slipper (right); and one crow bar.

Upon arrest, the suspect admitted the crime that he committed and added that the four of them is doing shoplifting in Manila as well, adding that they tried to break-in to the bank to get more money. The suspect is now facing robbery charge before Laguna Prosecutors Office and is now cooperating with the police for the possible whereabouts of the other suspects.

The Criminal Investigation and Detection Group (CIDG) of the National Capital Region is looking to the angle of traffic altercation or political fights as possible motive behind the ambush of Batanes Governor and his driver last September 3, 2008.

The incident transpired at around 3:25 am about 30 meters away from Merville Exit (part of Pasay) along SLEX. The victims were identified as Batanes Governor Telesforo Castillejos, 61, and his driver Alberto Fatimo.

CIDG-NCR Chief Sr. Supt. Ericson Velasquez said that they are still having difficulty in figuring out who are the responsible because they have no suspects till now.

“On personal angle, we still do not have any information that would lead to the possible attacked against the governor. What we are looking now is his work as government official,” Velasquez said.

But, Velasquez said they are also thinking of traffic altercations as the motive behind the incident. He said that he already talked to the driver, “the driver said that the SUV following them used its blinker lights to them, what he did he gave way to the said vehicle unknowingly that the will be shot.”

He added that if this is only traffic altercation the suspects on that SUV might be drunk and speeding and got irritated on the Mitsubshi Pajero in front of them which was being boarded by the victims.

If it is a political angle, “we have to check his life as a government official in Batanes, as far as we know also a former Governor Vicente Gato has filed case against him, so we will check if this has link or none.”

Velasquez also added that they are also taking into consideration that the real target is the driver alone because of the shots that he sustained.

“We are also investigating if in this incident, the driver is the only target, and since Castillejos was inside their vehicle he was accidentally hit. But unfortunately we cannot get any clear statement from him because he is having difficulty in talking.”

The Philippine National Police (PNP) is set to deploy 1,000 policemen tin the critical areas in Mindanao like in Cotabato, Lanao del Norte and Maguindanao.

PNP Spokesman Chief Supt. Nicanor Bartolome said that there are newly recruits policemen, about 1,000 of them that will have to go filed training, “instead of training them into other field areas, these 1,000 new recruits will be deployed already to the critical areas in Mindanao for field training and be able to help in the operations there.”

Bartolome also added that these 1,000 policemen were recruited 6 months ago and already undergone theoretical training for 6 months which includes on how to investigate, how to use guns, how to handle incident situations.

“They will be competent already in handling situations, nothing to worry about if they will be sent their,” Bartolome said.

The PNP spokesman repeats the call of the government for the civilian volunteer organization (CVO)on not to arm themselves and let the PNP and AFP do the work in protecting them and in the operations being done against MILF in Mindanao.

Meanwhile, deployment for the police auxiliaries will be stopped for a while as the PNP and local government unit will have to select among all applicants and train them first before being deployed on their barangays.

The police auxiliaries are civilians that will have to ensure the peace on their own barangays. Police auxiliaries will only be limited to their own barangays as well, they cannot go to other barangay to perform their duty as police auxiliaries.

Story: NAPOLCOM endorsed Versoza as next PNP Chief

The National Police Commission (NAPOLCOM) held an en banc meeting September 4, 2008 between 11;30 am to 1:30 pm at their office in Makati City.

Those present at the en banc meeting are Department of Interior and Local Government (DILG) Secretary Ronaldo Puno as Chairman of NAPOLCOM, PNP Chief Avelino Razon as an ex-officio member of NAPOLCOM, Vice-Chairman of NAPOLCOM Commissioner Eduardo Cuesta and Commissioner Luis Mario General. Together with them are the service directors from planning, finance, legal, logistics, crime prevention, inspection, monitoring, and investigation services.

According to the Public Information Office from NAPOLCOM, on the said en banc they signed a resolution recommending Deputy Director General Jesus Versoza to be the next PNP Chief. Versoza is currently the Deputy Chief for Administration.

Razon will retire on September 27 on his 56th birthday, since that is a Saturday, the turn over ceremony will happen on September 29, Monday

Story: Cooling system smoke in Glorietta 2

A mechanical problem occurred that caused for the cooling system to create smoke inside Glorietta 2 mall in Makati City.

According to the Makati Fire Department, people noticed the smoke at around 2:30pm, September 4, which caused panic to the people because the smoke is coming from the tower of Glorietta 2 were the cooling system is located.

At around 2:50 pm, the Makati fire able to put out the smoke.

The smoke came from Glorietta 2, inside the area were the explosion happened last October 19, 2007, the smoke seen by the people cause panic because they thought there is another explosion at the area.

The Makati fire department denounced and said that there is no fire or explosion at the area. They are now investigating what really happened for the cooling system to create smoke. But according the fire department they will take a look if the cooling system experience overheat.

Meanwhile, Sr. Supt. Gilbert Cruz said that there were no injured and casualty on this incident after the people panicked because the Ayala management who owns the Glorietta Mall, used their sound system and the security guards to usher the people on their way out and to tell to them not to panic because it may cause more damage for the people.

After makings sure that everything is ok, it is business as usual for the mall at around 2:50 pm.

Story: CIDG having difficulty investigating the motive behind Batanes Governor ambush

The Criminal Investigation and Detection Group (CIDG) of the National Capital Region (NCR) is the one taking the lead in investigating the ambush in Pasay City that injured a governor and his driver last September 3.

The victims were identified as Batanes Governor Telesforo Castillejos, 61, and his driver Alberto Fatimo who were on board their Mitsubishi Pajero (SFY-395) and about to go to Domestic Airport because the governor has to go back to Batanes. They were accompanied by the governor son identified as Dominic who was left unhurt.

According to Sr. Supt. Erickson Velasquez, Chief of NCR-CIDG, they are having difficulty in investigating because there are no witnesses on the incident. “We really need to know what happened, we need to talk to the victims, but they cannot give statements yet because the governor still resting while his driver is still in critical condition.”

It can be recalled that Castillejos sustained two gunshot wound on his left shoulder and at the bottom of his skull near his neck. Fatimo sustained three gun shot wounds; two on his head and one on his left shoulder then exited on his face.

Velasquez added that they want to know the people who have an access on the schedule of the Governor, “We will investigate on that because it seems that the killers knew the schedule or where they were heading at that time.”

He also said that they will look on every angle to know what the real motive on the incident. But he also said politics in Batanes is very quiet, “History wise, batanes is very peaceful in any crimes and even in politics, no such crime like here in Manila and other provinces.”

Velasquez also said that even the families cannot think of anyone who will do this to them especially that they do not have any death threats.

Story: CIDG arrests Malaya publisher for libel case

The Criminal Investigation and Detection Group (CIDG) arrested Malaya publisher based on the warrant of arrest ordered by Judge Emma Young of Manila Regional Trial Court Branch 36.

Amado Macasaet commonly known as “Jake” is facing libel charged filed by Casimiro “Ito” Ynares the former Governor of Rizal province for writing in his column in Malaya newspaper that Ynarez pressured former Pasig City Mayor Vicente Eusebio in relation to the permit of National Cockers Association and the United Cockers Association of the Philippines according to a source from Manila RTC. But with what kinds of permit it is not clear. The article was published last March 1, 1999.

The warrant of arrest was ordered last September 1, 2008.

Arresting officers went to the Malaya office in Bonifacio Drive, Port Area, Manila to arrest Macasaet at around 10:00 am, but Macasaet asked the arresting officers to let him go to his appointment at Century Park Hotel in Manila which is located in Pablo Ocampo, Manila for a meeting. The arresting officers agreed on it but they joined him on the said meeting which happened at around 12:00 noon.

After the said meeting, Macasaet was brought to the CIDG office in Camp Crame before 2:00 pm.

His arresting officers are from Detective Special Operations Division (DSOD) of the CIDG headed by Sr. Supt. Benedicto Gorospe.

Upon arriving in CIDG, Gorospe turned over Macasaet to Sr. Supt. Bennie Estipona, Deputy Chief for Operations for booking (to record that he was arrested) and medical examination.

At around 3:00 pm Macasaet and the CIDG officers went to Manila RTC to “return the warrant.” Upon reaching Manila RTC, Macasaet post bail amounting to Php10,000 for his freedom.
