Story: NAPOLCOM endorsed Versoza as next PNP Chief
The National Police Commission (NAPOLCOM) held an en banc meeting September 4, 2008 between 11;30 am to 1:30 pm at their office in Makati City.
Those present at the en banc meeting are Department of Interior and Local Government (DILG) Secretary Ronaldo Puno as Chairman of NAPOLCOM, PNP Chief Avelino Razon as an ex-officio member of NAPOLCOM, Vice-Chairman of NAPOLCOM Commissioner Eduardo Cuesta and Commissioner Luis Mario General. Together with them are the service directors from planning, finance, legal, logistics, crime prevention, inspection, monitoring, and investigation services.
According to the Public Information Office from NAPOLCOM, on the said en banc they signed a resolution recommending Deputy Director General Jesus Versoza to be the next PNP Chief. Versoza is currently the Deputy Chief for Administration.
Razon will retire on September 27 on his 56th birthday, since that is a Saturday, the turn over ceremony will happen on September 29, Monday

Story: Cooling system smoke in Glorietta 2
A mechanical problem occurred that caused for the cooling system to create smoke inside Glorietta 2 mall in Makati City.
According to the Makati Fire Department, people noticed the smoke at around 2:30pm, September 4, which caused panic to the people because the smoke is coming from the tower of Glorietta 2 were the cooling system is located.
At around 2:50 pm, the Makati fire able to put out the smoke.
The smoke came from Glorietta 2, inside the area were the explosion happened last October 19, 2007, the smoke seen by the people cause panic because they thought there is another explosion at the area.
The Makati fire department denounced and said that there is no fire or explosion at the area. They are now investigating what really happened for the cooling system to create smoke. But according the fire department they will take a look if the cooling system experience overheat.
Meanwhile, Sr. Supt. Gilbert Cruz said that there were no injured and casualty on this incident after the people panicked because the Ayala management who owns the Glorietta Mall, used their sound system and the security guards to usher the people on their way out and to tell to them not to panic because it may cause more damage for the people.
After makings sure that everything is ok, it is business as usual for the mall at around 2:50 pm.

The Criminal Investigation and Detection Group (CIDG) of the National Capital Region (NCR) is the one taking the lead in investigating the ambush in Pasay City that injured a governor and his driver last September 3.
The victims were identified as Batanes Governor Telesforo Castillejos, 61, and his driver Alberto Fatimo who were on board their Mitsubishi Pajero (SFY-395) and about to go to Domestic Airport because the governor has to go back to Batanes. They were accompanied by the governor son identified as Dominic who was left unhurt.
According to Sr. Supt. Erickson Velasquez, Chief of NCR-CIDG, they are having difficulty in investigating because there are no witnesses on the incident. “We really need to know what happened, we need to talk to the victims, but they cannot give statements yet because the governor still resting while his driver is still in critical condition.”
It can be recalled that Castillejos sustained two gunshot wound on his left shoulder and at the bottom of his skull near his neck. Fatimo sustained three gun shot wounds; two on his head and one on his left shoulder then exited on his face.
Velasquez added that they want to know the people who have an access on the schedule of the Governor, “We will investigate on that because it seems that the killers knew the schedule or where they were heading at that time.”
He also said that they will look on every angle to know what the real motive on the incident. But he also said politics in Batanes is very quiet, “History wise, batanes is very peaceful in any crimes and even in politics, no such crime like here in Manila and other provinces.”
Velasquez also said that even the families cannot think of anyone who will do this to them especially that they do not have any death threats.

The Criminal Investigation and Detection Group (CIDG) arrested Malaya publisher based on the warrant of arrest ordered by Judge Emma Young of Manila Regional Trial Court Branch 36.
Amado Macasaet commonly known as “Jake” is facing libel charged filed by Casimiro “Ito” Ynares the former Governor of Rizal province for writing in his column in Malaya newspaper that Ynarez pressured former Pasig City Mayor Vicente Eusebio in relation to the permit of National Cockers Association and the United Cockers Association of the Philippines according to a source from Manila RTC. But with what kinds of permit it is not clear. The article was published last March 1, 1999.
The warrant of arrest was ordered last September 1, 2008.
Arresting officers went to the Malaya office in Bonifacio Drive, Port Area, Manila to arrest Macasaet at around 10:00 am, but Macasaet asked the arresting officers to let him go to his appointment at Century Park Hotel in Manila which is located in Pablo Ocampo, Manila for a meeting. The arresting officers agreed on it but they joined him on the said meeting which happened at around 12:00 noon.
After the said meeting, Macasaet was brought to the CIDG office in Camp Crame before 2:00 pm.
His arresting officers are from Detective Special Operations Division (DSOD) of the CIDG headed by Sr. Supt. Benedicto Gorospe.
Upon arriving in CIDG, Gorospe turned over Macasaet to Sr. Supt. Bennie Estipona, Deputy Chief for Operations for booking (to record that he was arrested) and medical examination.
At around 3:00 pm Macasaet and the CIDG officers went to Manila RTC to “return the warrant.” Upon reaching Manila RTC, Macasaet post bail amounting to Php10,000 for his freedom.

Story: 50 more cases have been filed against Kato, et al.
The Task Force PALMA-P (Pigcawayan, Alamada, Libungan, Midsayap, Aleosan, and Pikit) has filed 50 more cases against Commander Ameril Umbra Kato and his supporters at North Cotabato Prosecutor’s Office, September 2, 2008.
The task Force PALMA is tasked to investigate the incidents and to secure the towns of Pigcawayan, Alamada, Libungan, Midsayap, Aleosan, and Pikit from any possible attacks.
Cases that were filed already reached about 110. 40 from it were arson, 28 murders which includes attempted and frustrated murder, 37 robbery in band, 2 serious illegal detention, 2 grave coercions and violation of the anti-cattle-rustling law.
The cases were filed against 105th Base Commander Ameril Umbra Kato, Cmdr Wahid Tondok, Cmdr Tha, Cmdr Abdul Bayan, Cmdr Jack Abas, Cmdr. Mohammad, Cmdr Bravo, Ismael Manalasal, Cmdr. Haun Sinadato, Rakman Sulaik, Kusain Sulaik and Mama Guiamilon, Cmdr. Usi Ampatuan, Nayag Timan, Datukan Montok, Tumalao Butuan and several others John Does.
The 50 cases filed are additional to the 60 cases already filed last August 19.
Meanwhile, PNP Chief Avelino Razon said that full alert status remains in Mindanao and in Manila. But, he believed that with the dissolution of the GRP peace panel would not worsen the situation in Mindanao. But, the PNP is planning to deploy about 3,500 policemen in Mindanao after Malacanang announced that they are now dissolving the peace panel.
Manila is still in full alert status because of possible spill over of what is happening in Mindanao in Manila.
“I believe the dissolution of the peace panel would not affect the situation in Mindanao,” Razon said. He added that the PNP will continue to implement peace and order in Mindanao especially now that it is Ramadan, the special occasion for the Muslim.

An ambushed transpired early Wednesday morning, September 3, along South Luzon Expressway (SLEX) that injured a governor and his driver.
The incident transpired at around 3:25 am about 30 meters away from Merville Exit (part of Pasay) along SLEX.
The victims were identified as Batanes Governor Telesforo Castillejos, 61, and his driver Alberto Fatimo (on his 40s). They are also accompanied by the governor’s son Dominic who was left unhurt. Castillejos sustained two gunshot wound on his left shoulder and at the bottom of his skull near his neck. Fatimo sustained three gun shot wounds; two on his head and one on his left shoulder then exited on his face.
The governor is now in stable condition; however Fatimo was in critical condition.
They were on board on their Mitsubishi Pajero (SFY-395) and about to go to Domestic Airport because the governor has to go back to Batanes for a meeting. They came from their house in a subdivision in Paranaque.
According to National Capital Region Police Office (NCRPO) Regional Director General Geary Barias, Dominic told the authorities that he noticed they were being followed by a Sports Utility Vehicle (SUV) which he cannot identify because it is dark.
The driver gave way to the SUV that seems it wanted to overtake on them at their left side. Dominic told them that he did not hear any sounds from gun, but he heard something being thrown on them then when he look at his father and Fatimo he saw them with bloods.
Barias said there is a probability that the gun that was used has silencer. The gun used was a 9mm based on the bullets recovered inside the vehicle of the governor.
Since Dominic was unhurt, he rushed his father and Fatimo to Paranaque Doctor’s Hospital in Better Living Subdivision, but later transferred to The Medical City in Pasig City at around 7:20 am.
The governor was seated beside the driver or at the front seat, while his son Dominic was seated at the back of the vehicle that is why he left unhurt.
Barias said they still have no suspects as of this moment and everything is speculation, “According to Dominic they do not have death threats, and they cannot think of anyone who can do this kind of crime to them.”
Barias has requested to PNP Chief Avelino Razon to create a Task Force which will include the Criminal Investigation and Detection Group (CIDG) that would investigate the incident, “If NCRPO will do the investigation, it will only be limited to Metro Manila, but with the help of CIDG, they can gather more information and can even tasked their personnel there to get the information needed.”
“We still do not have suspects, everything is speculative. There is also a possibility that this is a political angle because we learned that there is a case against him in Batanes,” Barias added.
He also added that they will coordinate with the management of SLEX if they have CCTV camera to help them determine what vehicle was used by the suspects.
Barias said that they did not able to recover any spent shells in the crime scene because it might be inside the vehicle used by the suspects. He also added that the gunmen seems to be professional because they able to know the itinerary of the governor.
Meanwhile, Department of Interior and Local Government (DILG) Batanes Regional Director Randolph Tabuso said that the former governor of Batanes, Vicente Cato, has filed case against Castillejos.
“The case was filed here at the legal department of DILG is abuse of authority which was filed after the 2007 elections. Other than that there are no other case against Castillejos,” Tabuso said.
