Story: Batasan Blast witness, gone missing
The suspect that turned out to be witness on the Batasan Blast was gone missing, Monday morning, police officials said.
Ikram Indama was under the custody of the Criminal Investigation and Detection Group – National Capital Region (CIDG-NCR) under witness protection program.
Indama is one of the suspects on the blast that happened in the House of Representatives last November 13, 2007 that killed Basilan Congressman Wahab Akbar and three others; and about 13 were seriously hurt.
CIDG Director Chief Supt. Raul Castaneda said that Indama is missing since 6:00 am after his custodian took a bath. “His custodian saw him this morning, between 5:30 to 6:00 am, then after he took a bath, he noticed that Indama already missing,” Castaneda said.
In fact, Indama left his pair of slippers inside the place where he used to stay in CIDG-NCR, police believed that he climbed over the fence near a mango tree then left.
Castaneda also said that Indama is a state witness already. He explained, “Last June 25,2008 actually he was the witness in Batasan bombing, and then the CIDG-NCR applied that he be discharged and that he be under witness protection program so on June 25 2008, state Prosectur Leo Dacera informed Indama that he is submission under the witness protection security and benefit program has been provisionally approved starting July 10 2008, for a period not exceeding 90 days, so he is now a witness, furthermore, Dacera said he shall remain under the custody of CIDG-NCR.”
The CIDG-NCR did not expect that Indama will be missing, because he is cooperative with the investigation in relation to Batasan bombing.
With what Indama did, he violated his contract with the Department of Justice who approved of his becoming a witness.
Castaneda added, “If he violated certain rules and regulations under that contract, the DOJ might decide for him to be a suspect once again. But, that is within their jurisdiction.”
He also said that they will investigate the custodians of Indama.

A Korean national ran amuck after learning that his business partner has plan allegedly, to disregard him as business partner.
The incident happened October 6, Monday, at around 8:45 am inside the Blue Marine Seafood Restaurant which is located at the foot of the bridge Mactan-Mandaue bridge in Barangay Pusok, Lapu-lapu city.
The Korean that amuck was identified as Hyo Sik Woo, 60, he went to the restaurant to confront his business partner, also a Korean National, identified as Kong Young Bae, 59 regarding to the reports that he received that Bae will disregard him as business partner anytime soon.
The two Korean nationals had a heated argument about it. Woo revealed his gun the tried to shot Bae, but missed.
Bae went out of the restaurant, then Woo followed him and shot him again, but it missed again.
When Woo did not able to shot Bae, who is already running for his life, Woo went back inside the restaurant and shot the live-in partner of Bae, a Korean national identified as Kon il Bok, 47, female, and Joel Molo, 27, Filipino and the cashier of the restaurant.
After killing the two, Woo shot himself on his head.
According to Lapu-lapu City Chief of Police Sr. Supt. Mariano Natuel, when the police operatives arrive at the area, the three were already dead.
Kon Il Bok sustained three gunshot wounds on the right side of her body, and one in her back. The Joel Molo sustained two gunshot wounds, one in left side of his body and the other on his left chest.
Natuel said that the gun used by Woo is .45 caliber pistol with silencer.

Story: three more inmates in Binan surrendered, 5 more still searching
Three more prisoners from Binan Jail surrendered to the police in different place and time, Sunday, four days after they escaped from their detention cell.
SPO4 Jerry Uy of Binan Police Station said the first one to surrender last October 5 was Edwin de Vega, with robbery case, surrendered at around 12:30 am.
The second to surrender was Reymundo Saide, with illegal possession of drugs case, surrendered at SIlang, Cavite Police Station at around 2:30 am.
The third one was at around 12:00 noon is identified as Lunar Emetrio, surrendered in Alabang Muntinlupa.
“The three surrendered because they said they are afraid that they might be subject to shoot-to-kill,” Uy said.
Uy added that it helped a lot when their respective families talked to them and convinced them to go back to jail.
It can be recalled that last October 1, 16 inmates tried to escape after one of the inmate helped the other inmate to be brought to the hospital after it suffered from vomiting. Upon opening the gate, inmates inside pushed the gate then bumped on their jail officer for him to fell down, then the 16 took their chance to escape.
During that date five already surrender, then on October 2, two more surrender, then last October 3, one more surrendered.
As of the moment, the police still searching for five more inmates.

Story: mothers of two missing UP students filed petition to review of CA decision on writ of amparo case
Mothers of two missing UP students has filed at the Supreme Court to review the Court of Appeals decision on their writ of amparo case they filed.
Sherlyn Cadapan and Karen Empeno were missing since June 26, 2006. Their family has no idea where they are and if they were still alive.
According to their lawyer, Atty. Rex Fernandez, they are filing a petition to review the CA’s decision in their writ of amparo case because the CA’s decision is shallow. “On their decision, they asked the respondents to release the two whether dead or alive or even to inspect the military’s camp or detachment, but the CA failed to say how and when we should do this.”
Fernandez also noted that the Court asked the Philippine National Police being headed then by retired Director General Avelino Razon to continue its investigation on the two missing students, “But nothing happened as well.”
“The Court of Appeals erred in not finding that the Police Director Gen. Avelino Razon did not make extraordinary diligence in investigating the enforced disappearance of the aggrieved parties,” Stated on their petition.
“What we want here is a strict ruling on the case. The Court sided on the mothers but it is not clear what they are going to do on how they can finally locate or see their daughters,” Fernandez added.
The respondents are: GLORIA MACAPAGAL ARROYO, the President of the Philippines; (Ret AFP Chief of Staff) GEN. HERMOGENES ESPERON; (Ret) P/DIR. GEN. AVELINO RAZON (RET.) GEN. ROMEO TOLENTINO (RET.) GEN. JOVITO PALPARAN LT. COL. ROGELIO BOAC; ARNEL ENRIQUEZ ; LT. FRANCIS MIRABELLE SAMSON ; LT. COL. FELIPE ANOTADO; DONALD CAIGAS alias Allan or Alvin of 24th Infantry Battalion HQ.
Among the mistakes that the CA did according to Fernandez are; “The Court of Appeals erred in not finding that this was not the command coming from the highest echelon of powers of the Armed Forces of the Philippines, Philippine Army and the Seventh Infantry Division of the Philippine Army to enforcibly disappear the aggrieved parties”
Also they noted that it is wrong for the CA to dropped President Gloria Macapagal-Arroyo as respondent of the case. It also failed, according to Fernandez, in not finding that then CAFP Chief of Staff Esperon has responsibility on the disappearance of the two.
For the mothers, they wished that they can still see their daughters alive but they are preparing themselves for the worst.
“They said on their decision that there are inconsistencies to the statements of Lt. Col. Boac and Lt. Samson, but they did not contempt them for lying,” Lina Cadapan said, mother of Sherlyn.
Concepcion Empeno, mother of Karen said, “How can we see our daughters if the military will not allow us to enter on their camps or if they will not release them.”
The family members of the victims were hoping that they were be allowed to inspect the detention areas of the following places; 7th Infantry Division at Fort Magsaysay, Laur, Nueva Ecija; 24th Infantry Battalion at Limay, Bataan; Army Detachment inside Valmocina Farm, Pinaod, San Ildefonso, Bulacan; Army Detachment at Barangay Hall, Sapang, San Miguel, Bulacan; Camp Tecson, San Miguel, Bulacan; The Resthouse of Donald Caigas alias Allan or Alvin of the 24th Infantry Battalion at Barangay Banog, Bolinao, Pangasinan; 56th Infantry Battalion Headquarters at Iba, Hagonoy, Bulacan; Army Detachment at Barangay Mercado, Hagoynoy, Bulacan; Beach House sa Iba, Zambales used as a safehouse with a retired military personnel as a caretaker.

Two more escaped inmate surrendered day after they escaped from their detention cell in Binan, Laguna. The police are still searching for the whereabouts of nine more inmates.
SPO4 Jerry Uy of Binan Police Station said that two of the escaped prisoners surrendered Thursday morning after realizing that what they did was wrong.
The two were identified as Wilson Esteban, 25 and Aris Bon, 26. Esteban who was robbery case surrendered to Councilor Alfredo Arcega at around 12:30 am of October 2. Then Bon who has theft case surrendered Barangay San Antonio Barangay Chairman Eric Jimenez at around 6:15 am.
“So for now, we already been able to return seven of them and we are still looking for nine more inmates,” Uy said.
Last October 1, 2008, a jailbreak happened at Binan Bureau of Jail Management and Phenology where in 16 inmates managed to escape. Their initial investigation disclosed that at about 2:55 am, one of the inmate identified as Jeymar Babia suffered from vomiting and also collapsed. Two Jail officers JO1 Novel Chiday and JO1 Nestor Sabado decided to bring Babi at the hospital.
Chiday escorted Bibay and asked the help of one of the inmate which is Wilson Esteban. The Jail officer asked help from an inmate because there were no other jail officer will be left at the jail to look into other inmates. Sabado was the one left behind. Esteban only helped Chiday in carrying Bibay to the tricycle that was already waiting outside.
Esteban went back after he helped Chiday then Sabado opened the jail for Esteban for him to return inside the cell. But, upon opening the gate, inmates inside pushed the gate then Esteban bumped Sabado for him to fell down, then the 16 took their chance to escape.
The jail has 163 prisoners, 11 of whom are female while 152 are male. Uy said that they are now investigating on the real reason why and how these inmates managed to escape.

Story: 80 people were rushed to the hospital for eating spoiled food in Roxas City
Grandparents were reportedly hospitalized after they ate the food that was served to them at the launching of Senior Citizens Week in Roxas City in Capiz, Wednesday afternoon.
There were about 600 grandparents ages from 60 to 80, from 47 barangays of Rozxas City attended the said event. 80 of them experienced abdominal pains, vomiting, diarrhea and dizziness after eating the food that was given to them during the lunch time.
The event where held at the civic center at the back of their City Hall.
“They had their lunch between 12:00 noon to 1:00pm, the local government of the Roxas City is the one who took care of their foods. For those 80 grandparents, they were served rice with chopseuy (mixed vegetables) and sweet ham, then at around 6:00 pm they already vomit and had diarrhea,” Dr. Elmer Bucayan explained to Manila Shimbun. He is the Department of Health Representative for Capiz.
Out of 80, only 28 were confined at the hospital, the rest were out-patients. Nine are being treated at the Roxas Memorial Provincial Hospital (government owned hospital), 13 at the St. Anthony College Hospital and six at the Capiz Emmanuel Hospital.
Bucayan said that they are investigating the incident. They want to know what time does the food was cooked before it was served to them. He said there is a probability that the food was spoiled before lunch time.
He also added that base on their initial investigation, only those who ate the meal that has chopseuy and sweet ham were hospitalized.
“Others had different food that was served to them. Some foods were fried chicken but they did not experience anything,” Bucayan added.
Bucayan also said that all of the patients were out of danger.
Despite the incident, Bucayan said the event still ongoing as the City celebrates the week for their senior citizens residents.

Ten were reportedly hurt, all male, including 5 minors, after a grenade exploded in the waiting shed that they are staying for their gimmick moments.
The incident occurred at around 8:30 pm of September 30, 2008 in Sitio Capangdan, Barangay Urbiztondo, Claver, Surigao del Norte.
Police Inspector Angelo Dedomo, Chief of Police of Claver Police Station, said that the five minors were playing at the area, while the five others were having their drinking spree when suddenly, one male person, identified by two of the victims as Galo Gonzaga, 32, threw something on their area, not knowing it is a hand grenade.
“According to the victims, they thought what was thrown to them was a piece of stone, one of them even tried to pick it up, but when he was about to pick it up, it exploded,” Dedomo said.
Those who were in legal age were identified as Michael Blancada, 21; Santos Santillan, 55; Rolando Perales, 28; Jerry Gier, 36 and Reymond Parian, 18.
Most of them suffered from minor injuries in arms, legs and other parts of the body, except for a 14 year old boy who will have to undergo surgical operations after the shrapnel go through his left leg. He is the one who attempted to pick up the grenade for mistaking it as a stone.
As narrated by the victims to the police, Gonzaga was only walking when he thew the grenade, then left the area still walking.
Gonzaga is now facing multiple frustrated murder and is now being manhunt by the police. The police still investigating the motive behind the incident, because it is believed that Gonzaga has a argument in one of the members who were having drinking spree that night.
