Story: 50 more cases have been filed against Kato, et al.
The Task Force PALMA-P (Pigcawayan, Alamada, Libungan, Midsayap, Aleosan, and Pikit) has filed 50 more cases against Commander Ameril Umbra Kato and his supporters at North Cotabato Prosecutor’s Office, September 2, 2008.
The task Force PALMA is tasked to investigate the incidents and to secure the towns of Pigcawayan, Alamada, Libungan, Midsayap, Aleosan, and Pikit from any possible attacks.
Cases that were filed already reached about 110. 40 from it were arson, 28 murders which includes attempted and frustrated murder, 37 robbery in band, 2 serious illegal detention, 2 grave coercions and violation of the anti-cattle-rustling law.
The cases were filed against 105th Base Commander Ameril Umbra Kato, Cmdr Wahid Tondok, Cmdr Tha, Cmdr Abdul Bayan, Cmdr Jack Abas, Cmdr. Mohammad, Cmdr Bravo, Ismael Manalasal, Cmdr. Haun Sinadato, Rakman Sulaik, Kusain Sulaik and Mama Guiamilon, Cmdr. Usi Ampatuan, Nayag Timan, Datukan Montok, Tumalao Butuan and several others John Does.
The 50 cases filed are additional to the 60 cases already filed last August 19.
Meanwhile, PNP Chief Avelino Razon said that full alert status remains in Mindanao and in Manila. But, he believed that with the dissolution of the GRP peace panel would not worsen the situation in Mindanao. But, the PNP is planning to deploy about 3,500 policemen in Mindanao after Malacanang announced that they are now dissolving the peace panel.
Manila is still in full alert status because of possible spill over of what is happening in Mindanao in Manila.
“I believe the dissolution of the peace panel would not affect the situation in Mindanao,” Razon said. He added that the PNP will continue to implement peace and order in Mindanao especially now that it is Ramadan, the special occasion for the Muslim.

Story: Batanes Governor and his driver wounded after being ambushed in SLEX
An ambushed transpired early Wednesday morning, September 3, along South Luzon Expressway (SLEX) that injured a governor and his driver.
The incident transpired at around 3:25 am about 30 meters away from Merville Exit (part of Pasay) along SLEX.
The victims were identified as Batanes Governor Telesforo Castillejos, 61, and his driver Alberto Fatimo (on his 40s). They are also accompanied by the governor’s son Dominic who was left unhurt. Castillejos sustained two gunshot wound on his left shoulder and at the bottom of his skull near his neck. Fatimo sustained three gun shot wounds; two on his head and one on his left shoulder then exited on his face.
The governor is now in stable condition; however Fatimo was in critical condition.
They were on board on their Mitsubishi Pajero (SFY-395) and about to go to Domestic Airport because the governor has to go back to Batanes for a meeting. They came from their house in a subdivision in Paranaque.
According to National Capital Region Police Office (NCRPO) Regional Director General Geary Barias, Dominic told the authorities that he noticed they were being followed by a Sports Utility Vehicle (SUV) which he cannot identify because it is dark.
The driver gave way to the SUV that seems it wanted to overtake on them at their left side. Dominic told them that he did not hear any sounds from gun, but he heard something being thrown on them then when he look at his father and Fatimo he saw them with bloods.
Barias said there is a probability that the gun that was used has silencer. The gun used was a 9mm based on the bullets recovered inside the vehicle of the governor.
Since Dominic was unhurt, he rushed his father and Fatimo to Paranaque Doctor’s Hospital in Better Living Subdivision, but later transferred to The Medical City in Pasig City at around 7:20 am.
The governor was seated beside the driver or at the front seat, while his son Dominic was seated at the back of the vehicle that is why he left unhurt.
Barias said they still have no suspects as of this moment and everything is speculation, “According to Dominic they do not have death threats, and they cannot think of anyone who can do this kind of crime to them.”
Barias has requested to PNP Chief Avelino Razon to create a Task Force which will include the Criminal Investigation and Detection Group (CIDG) that would investigate the incident, “If NCRPO will do the investigation, it will only be limited to Metro Manila, but with the help of CIDG, they can gather more information and can even tasked their personnel there to get the information needed.”
“We still do not have suspects, everything is speculative. There is also a possibility that this is a political angle because we learned that there is a case against him in Batanes,” Barias added.
He also added that they will coordinate with the management of SLEX if they have CCTV camera to help them determine what vehicle was used by the suspects.
Barias said that they did not able to recover any spent shells in the crime scene because it might be inside the vehicle used by the suspects. He also added that the gunmen seems to be professional because they able to know the itinerary of the governor.
Meanwhile, Department of Interior and Local Government (DILG) Batanes Regional Director Randolph Tabuso said that the former governor of Batanes, Vicente Cato, has filed case against Castillejos.
“The case was filed here at the legal department of DILG is abuse of authority which was filed after the 2007 elections. Other than that there are no other case against Castillejos,” Tabuso said.

The Philippine National Police said they were surprised on the case filed against their personnel who are only doing follow up investigation with regards to the RCBC Massacre last May 16, 2008 in Cabuyao, Laguna.
“We are taken aback by the latest action of interested parties in filing criminal charges against some PNP personnel involved in recent confrontation with armed suspects in Calabarzon,” PNP Chief Supt. Nicanor Bartolome, PNP Spokesman said.
Family of the victims, Vivencio D. Javier, Angelito Malabanan, and Rolando Lachica who died in an encounter last may 22, filed multiple charges against 38 policemen who are involved in the encounter. The Task Force RCBC together with other policemen of Batangas PPO conducted operations where they had an encounter with the suspected criminals last May 22. The encounter happened at around 12:40 am at barangay Pagaspas, Tanauan City in Batangas.
The police said then that they only retaliate after the suspects shot at them while trying to escape.
The filing of charges against the policemen was based on the resolution made by Commission on Human Rights released last August 6, 2008 stating that “no shootout could have possibly transpired as claimed by the PNP. There are, however, strong indications to suggest a rub-out.”
Meanwhile, Bartolome added that they hope that their policemen will also have due process and can present their side on what really transpired on that date.

Story: 10,000 blasting caps and 3,000 meters detonating cord confiscated in Zamboanga City
About 100,000 blasting caps and 3,000 meters of detonating cord were confiscated at around 1:00 pm of September 2, 2008 in a warehouse in Zamboanga City.
According to Zamboanga City Police Office director Sr. Supt. Lurimer Detran, the blasting caps and the detonating cord can be used as part of an improvised explosives device.
The blasting caps and detonating cord was found inside in Pambato Cargo Forwarder in Veterans Avenue, barangay Tetuan, Zamboanga City.
The cargo were transported from Manila but remained unclaimed since Friday, August 29, triggering suspicions that it contained illegal materials.
Then based on intelligence report gathered by PNP there is a cargo from Manila bound to Zamboanga which contains materials that can be used as IED.
The Criminal Investigation and Detection Group (CIDG) and Zamboanga Police coordinated and able to find the said cargo.
The said cargo was only addressed to “public market” and it was sent by a certain Binhor Mansun. The police are now looking for Mansun.

Philippine National Police Chief Avelino Razon said he welcomes the findings of the Commission on Human Rights (CHR) on saying that the police personnel who responded during the Manila Peninsula siege illegally arrests the media who are only covering the incident.
Razon said, “We respect that (decision). As far as we are concerned, we will only wait for what the court will say on that. The case is on the court and it is up to them.”
He also added that the CHR is not the proper venue to talk about what happened between police personnel and media during the Manila Pen Siege last November 29, 2007.
Last September 1, the CHR released their resolution stating, “The responsibilities of the PNP and the AFP to respect and safeguard the fundamental freedoms of the press do not leave the members of media completely free of their own responsibilities.”
The PNP also said that they are just waiting for the time for them to air their side on the court to explain why did they “invited” the media for questioning.
It can be recalled that during the siege, the PNP invited the media for questioning and being hand cuffed by the police while being brought from Makati to Camp Bagong Diwa (National Capital region Police Office Headquarters) in Taguig. The PNP also made statement before that the media might be considered suspect on the incident.

Story: Soldier killed in an ambush in Zambales
A soldier was ambushed by allegedly members of New People’s Army in the town of Zambales last August 31, 2008 at around 10:00 am.
The victim was identified as Sgt. Fernando Lozano, 41, member of Philippine Army and assigned at 24th Infantry Battalion and 7th Infantry Division based in Balanga, Bataan. The victim is a resident at Barangay Subay, Morong, Bataan.
He was shot to death by six unidentified armed men along the national highway of Barangay Salazar, Palauig, Zambales. The six suspects were riding in three motorcycles. Each motorcycle has two riders.
The victim is on his way to their office, when blocked by six armed men and shot several times causing the victim to die instantly. He sustained several gunshot wounds on his body and on his head.
The Zambales Police thinks that the incident is work related as Lozano worked in the Intelligence of the Philippine Army in Bataan.
The Arroyo government has vowed to defeat the insurgency problem by 2010 when President Gloria Macapagal-Arroyo ends her term.

Razon also added that the investigation still looking into the Al-Khobar group as the one responsible for the bombing because the circumstances of September 1 bombing is much the same on what happened last July 24.
“I am suggesting for them to implement strict security measures and to check the baggage of the passengers after the first incident, but they did not follow,” Razon said.
In September 1 bombing 6 were killed and 34 were reportedly injured while in July 24 incident 34 were injured and one killed.
Razon also suggesting for the Metro Shuttle Bus not to pick-up passengers on the way but on the terminals alone, “It seems that they did not learn from the first incident. The same group, the same strategy on the way how the bus was bombed.”
Initial investigation disclosed that the bus picked-up four passengers in Sta. Cruz town also in Davao del Sur, then the four went down before reaching the Digos bus terminal.
After five minutes of staying in Digos bus terminal, the improvised explosive device (IED) exploded inside the bus. The police says that the bomb was detonated with the use of cellphone.
The IED was placed in the seventh seat from the driver’s seat and put inside a bag.
The police eyeing extortion as the motive of explosion, it can be recalled that the Metro Shuttle bus is receiving calls from Al-Khobar group who are asking Php500, 000 monthly allowance from the bus company, but the management is not agreeing.
