In commemoration for the all saint’s day, Philippine National Police Director General Jesus Verzosa has ordered all regional directors nationwide to heighten the police visibility especially to the crowded areas like cemeteries and terminals.

In Luzon, Verzosa alerted police units in the Ilocos-Pangasinan Regiona, Cagayan Valley Region, Cordillera, Central Luzon, Calabarzon, Mimaropa and Bicol Region to establish similar PACs along the Mc Arthur Highway, Maharlika Highway, and Manila South Road to secure the travel route for motorists and commuters going home to the provinces.

PNP Spokesperson Chief Supt. Nicanor Bartolome said that in National Capital Region Police Office (NCRPO), the PNP is in full alert.

The Chief of PNP Highway Patrol Group (HPG) Chief Supt. Perfecto Palad said he instructed his regional chiefs to be cautious of the vehicles that is entering their area, “I ordered them to be vigilant because this season maybe used by some criminals like carnappers to use carnapped vehicles, then bring in to nearby provinces.”

He added that 80% or 1,500 personnel of HPG should be visible all over the country, “More particularly in the entire stretch of major thoroughfares. Here in Metro Manila all our motorcycle personnel, mobile personnel and reserve personnel must be very visible in EDSA more particularly on our bus terminals, entrance and exits of SLEX and NLEX including SCTEX.”

In NCR, eight mobiles of HPG and 30 motorcycles will also be visible in the street adn will implement the Oplan Kaluluwa.

The PNP Spokesman said all PNP units were also alerted by the National Headquarters to prepare to respond to some extreme situations that perennially characterize the celebration of the Halloween Holiday or "undas". Like; Petty Crime; Lost children and belongings; Stampede, over-crowding, unruly crowd; Medical emergencies (exhaustion, heat-stroke, cuts, burns, sprain, fracture, food-poisoning, allergies, breathing discomfort); Pickpocket, theft, snatching, robbery, Salisi, Bukas-kotse; Estafa, illegal-vendors, swindling, impersonators (fake priests, fake long-lost relatives or colleagues of the deceased, etc); Vehicular collisions, parking violations, traffic obstruction; Gambling, alcohol, drugs; and Gang or Frat wars.
