The Philippine National Police Chief feels vindicated after the Court of Appeals (CA) junk the petition for the writ of amparo filed by the brother of the ZTE star witness for him.

The brother of ZTE star witness Rodolfo “Jun” Lozada, Arturo Lozada was the one who filed the petition for the writ of amparo after Jun said that somebody else picked him up against his free will at the airport last February 5, 2008.

Outgoing PNP Director General Avelino Razon said that he feels “vindicated” after the Court said, “We are not convinced that Rodolfo’s right to life, liberty and security was violated and that his right to right, liberty and security was threatened or continued to be threatened with violation by alleged unlawful acts of the respondents.”

“I really feel vindicated. Very much. It was clearly shown by the CA decision that there were no threats or whatsoever on the life of Jun Lozada. Nor was there any case of kidnapping or frustrated murder, even the CA said there was no showing that there was kidnapping,” Razon said.

Razon insists that there are so many inconsistencies with the statements of Lozada, “He is not a credible person in the first place, he said he wanted protection for him not to be able to go to the Senate for the ZTE investigation, but he went to the Senate and attended the hearing. They also said that he was kidnapped, and yet we handed him over to the La Salle brothers. His family kept on insisting that he was missing, but upon landing at the airport ay he was able to call his wife,” Razon lamented.

With the decision of the CA, Razon said that the image of the PNP has been raise again, “We were able to raise our image that has been tarnished.”

Even if the CA ruling favors the PNP, Razon said that they do not have any plans to file charges against Lozada for demoralizing the image of the PNP. He said, the vindication is already enough to show to the people that they are true to their mission in serving and protecting the people. He also consider as time consuming effort if they will file case against Lozada.

Razon added that the ruling of the CA on the petition of Lozada is a sweet ending career for him as he was about to retire on September 27. “Definitely a sweet ending for my career, it comes at a time when were about to close our career and this vindication comes well with it,” he said.
