Story: 11 Policemen on duty at NCRPO will be charged of neglect of duty on the disappearance of Ampatuan

Eleven policemen assigned in National Capital Region Police Office (NCRPO) will face charges on neglect of duty in relation to the disappearance of PO2 Basser Ampatuan, the suspect on the killing of Commission on Elections (Comelec) legal division chief Alioden Dalaig.

Philippine National Police (PNP) Chief Avelino Razon approved the recommendation of NCRPO Officer in-charge Chief Supt. Eric Javier to file simple neglect of duty and serious neglect of duty on 11 policemen including two officers.

Chief Inspector Agapito Quimson the custodian officer will be charged of Simple Neglect of duty under the doctrine of command responsibility. He was the one who assigned PO2 Mark Pasagui as the duty detailed for Ampatuan.

Pasagui together with Inspector James Naval, the duty officer of the day; SPO2 Solomon Fullon; PO3 Efren Suguitan; PO3 Melecio Millanes; PO3 Camilo Maramag; PO3 Wilfredo Salinel; PO3 Cyril Dagusen; PO2 Faizal Dadung and PO1 Maynard Tagudar will face charge of serious neglect of duty for their failure to properly perform their duties and responsibilities which cause to the disappearance of Ampatuan. They were on duty from 8:00 pm o June 6 to 8:00 am to June 7.

“We cannot charge them for infidelity because Ampatuan is only under restricted custody and he is not a detained prisoner because the case filed against him has been referred for further investigation of Manila Prosecutor’s Office,” PNP Spokesperson Chief Supt. Nicanor Bartolome explains.

According to Inspector Gibeon Ines of NCRPO Intelligence Division, those who will face charges are not only those who were assigned in the Regional Headquarters Support Group (RHSG) where Ampatuan stayed but also the policemen assigned at the Gate I of Camp Bagong Diwa.

Those who were assigned at the Gate I were SPO2 Fullon as the head of the guard that night; PO3 Suguitan; PO3 Millanes; PO3 Maramag; PO3 Salinel; PO3 Dagusen; PO2 Dadung and PO1 Tagudar.

Inspector Ines said the gate is five meters away from the RHSG.

It can be recalled that Ampatuan suddenly disappeared from the room where he is staying last June 7. He was last seen at around 2:00 am after he went to the comfort room at the RHSG.
